The 'Institude for Government' think tank has published a 100 page report on public sector IT in the UK called "System Error: Fixing the flaws in government IT", which calls for dramatic change to government attitudes, and wider use of both Free Software and, as <a href="http://blogs.computerworlduk.com/open-enterprise/2011/03/open-source-by-any-other-name/">Glynn Moody points out</a>, the principles behind its development.
