  10. <p newsteaser="yes">In order to push for a more enlightened policy
  11. approach to managing innovation and knowledge, FSFE has <a href="/activities/os/20150213.EC-patents-standards-consultation.FSFEresponse.pdf">submitted a
  12. response</a> [pdf] to an EU consultation on patents and standards. This is
  13. the latest action in FSFE's ongoing work in promoting Open Standards.</p>
  14. <p>The <a href="http://ec.europa.eu/growth/tools-databases/newsroom/cf/itemdetail.cfm?item_id=7833">consultation</a>, run by the European Commission's
  15. Directorate-General for Internal Market, Industry, Entrepreneurship
  16. and SMEs, sought input from the public on the interaction of
  17. standards and patents. In its response, FSFE focused mainly on how
  18. patents on computer-implemented inventions negatively affect
  19. competition and innovation in the software market.</p>
  20. <p>We also highlighted that so-called "fair, reasonable and
  21. non-discriminatory" (FRAND) licensing terms are in practice a grave
  22. discrimination against Free Software programs. In many segments of
  23. the software market, these programs are the most significant
  24. competition to non-free offerings. FSFE recommends that standards
  25. organisations instead implement the successful patent licensing
  26. policies of the W3C and other bodies, and make the restriction-free
  27. licensing of standard-essential patents mandatory.</p>
