  11. <p>In order to push for a more enlightened policy
  12. approach to managing innovation and knowledge, FSFE has <a href="/activities/os/20150213.EC-patents-standards-consultation.FSFEresponse.pdf">submitted a
  13. response</a> [pdf] to an EU consultation on patents and standards. This is
  14. the latest action in FSFE's ongoing work in promoting Open Standards.</p>
  15. <p>The <a href="">consultation</a>, run by the European Commission's
  16. Directorate-General for Internal Market, Industry, Entrepreneurship
  17. and SMEs, sought input from the public on the interaction of
  18. standards and patents. In its response, FSFE focused mainly on how
  19. patents on computer-implemented inventions negatively affect
  20. competition and innovation in the software market.</p>
  21. <p>We also highlighted that so-called "fair, reasonable and
  22. non-discriminatory" (FRAND) licensing terms are in practice a grave
  23. discrimination against Free Software programs. In many segments of
  24. the software market, these programs are the most significant
  25. competition to non-free offerings. FSFE recommends that standards
  26. organisations instead implement the successful patent licensing
  27. policies of the W3C and other bodies, and make the restriction-free
  28. licensing of standard-essential patents mandatory.</p>
