  10. letter</a> to the European Parliament and the European Commission,
  11. Free Software Foundation Europe
  12. and <a href="">Open Forum Europe</a> are
  13. asking the European institutions to improve their support for Open
  14. Standards. The letter is directed to Giancarlo Vilella, the president
  15. of the European Parliament's DG ITEC and chair of the
  16. Inter-Institutional Committee for Informatics.

  19. In a
  20. recent <a href="">letter</a>
  21. to MEP Amelia Andersdotter, the EC acknowledges that is is in a state
  22. of "effective captivity" to Microsoft. As FSFE
  23. has <a href="">pointed
  24. out repeatedly</a>, this is a persistent problem for the Commission,
  25. the Council and the Parliament.

  28. "Recognising a problem is always the first step towards solving it. We
  29. appreciate the Commission's newfound frankness on the subject," says
  30. FSFE's president Karsten Gerloff. "Along with Europe's citizens and
  31. the continent's software industry, we now expect the Commission to
  32. take action and free itself from this captivity."

  35. The letter also raises the issue of video formats. Currently, it is
  36. difficult or impossible for Free Software users to follow the
  37. proceedings of the Parliament and the Council in real time, because
  38. the live video streams of these organisations rely on proprietary
  39. technology. This is a problem which OFE and FSFE have highlighted for
  40. many years.

  43. "This would be a comparatively simple measure for the European
  44. institutions to improve the transparency of their work for ordinary
  45. citizens," says Gerloff. "We fail to understand why there has not been
  46. more progress on this issue over the past six years."
