fix/paragraphs (#5431)
Currently implements both a format hook to remove white-space paragraphs, and a check to make their existence a critical failure.

In the end may implement only one or none of these, subject to major design changes.

Solves #5409

At this year's 21. Augsburger Linux-Infotag, in Augsburg, Bavaria, Germany, Bonnie Mehring will present the <a href="https://publiccode.eu/">"Public Money? Public Code!"</a> initiative.
In her talk she will pay special attention and highlight how the purchase of Free Software by public bodies can have an impact on the surrounding ecosystem of
the public institution. The talk will take place at the Technische Hochschule Augsburg, Fakultät für Informatik, Friedberger Straße 2, Augsburg and will start at 11:45 (CEST).</p>
<p>Furthermore the FSFE will also be present with a booth. So step by and pick up some stickers!</p>
