Currently implements both a format hook to remove white-space paragraphs, and a check to make their existence a critical failure. In the end may implement only one or none of these, subject to major design changes. <p>Nosotros, los firmantes,

declaramos nuestra oposición inequívoca a la publicidad de
|
|
software privativo en los sitios web de las instituciones públicas.</p>
|
|
|
|
<p>Este tipo de publicidad va contra la imparcialidad y alienta a los
|
|
ciudadanos a utilizar tecnologías que restringen sus
|
|
libertades.</p>
|
|
|
|
<p>El papel de las instituciones públicas no consiste en apoyar a algunos participantes del
|
|
mercado y no al resto, particularmente cuando este apoyo contribuye a sostener monopolios de empresas
|
|
multinacionales en detrimento del Software Libre.</p>
|
|
|
|
<p>Cuando las agencias gubernamentales explican cómo utilizar los recursos
|
|
informáticos que proporcionan, deberían decir claramente que existen
|
|
diferentes alternativas y deberían preferir las
|
|
tecnologías que no restringen los derechos de los usuarios; por
|
|
ejemplo ofreciendo un <a title="How to link to PDFreaders.org" href="http://pdfreaders.org/graphics.es.html">enlace</a> a <a href="http://pdfreaders.org">PDFreaders.org</a>.</p>
|
|
|
|
<p>El software libre garantiza a los usuarios el derecho de ejecutar el
|
|
programa (para cualquier propósito), de estudiar el programa (sin
|
|
secretos), de compartir el programa (con cualquier persona) y de de mejorar
|
|
el programa que utilizan. Las instituciones públicas deberían publicar sus documentos en
|
|
aquellos formatos que los programas libres pueden leer. En efecto, existen numerosos
|
|
programas que permiten leer sus documentos. Los gobiernos deberían asegurar
|
|
la libertad de sus ciudadanos, y alentarlos a utilizar estos programas.
