I would suggest to change to "Moreover, they rely on fetching emergency..." because with "they also rely on fetching" one could think that the "also" has something to do with the licensing. Not sure about this. Please ignore if you don't find this confusing.

I'd consider "warning day" and "test warning days" to be synonyms, at least in this context. The German "Warntag" (warning day) is a test warning day, and I hope that this became clear from the text.

Warn-Apps ihre Berechtigung. Benutzer können verschiedene
Informationen über andere Regionen und vergangene Geschehnisse
einsehen. Einen großen Teil der Notfallkommunikation auf diese Apps
