Promote certain campaigns prominently on all pages #3

Do we have a way to promote a certain FSFE campaign on all pages of fsfe.org prominently? In a mail thread there have been mentioned a few possibilities, all of them imperfect:

  • New item in the menu bar (About, Our work...): Space there is already scarce, and it's counter-intuitive to place a campaign in a menu
  • Put a graphic or text in the sidebars: not all pages have sidebars
  • Footer of all sites: nobody reads the footer, and it's counter-intuitive

Maybe we could create an optional box above the main content frame which we could show for short times (1-2 weeks), e.g. if we just launched a new campaign which we want to promote.

I have seen code about a "fundraising" element which is put on all pages. I have no idea whether this has ever been used; I'm not even convinced that it works properly (there seems to be at least some mismatch about whether there are dots or dashes before the language code in the filenames). However, this might serve as a starting point for a more general "global banner" feature.
