Per diems are calculated in a different way actually.

In half days, if a meal is not paid by the employee, the 20/40/40% rates which are substracted from the day's total value are not calculated on basis of the half-day amount but the full-day amount.

So the 20% (breakfast) or 40% (lunch/dinner) are always of the 24 hour
period (so the maximum) amount, even if the meal occurred on the
"Anreisetag" or "Abreisetag". Just as Ulrike has explained below.

As an example: If the employer provides dinner on the arrival day, the
employee will only be reimbursed 2,80 € for that day.
