This PR is based on the translations made by kreyren in PR #1755

  • deleted outdated about page (as some of links of the outdated translations would not work anymore)
  • deleted English parts of the translated files
  • changed name of topbannercz to topbanner

Movement to translate the website in Czech language! 
One of my main reasons to switch from FSF to FSFE is to spread the word about the importance of Libre software and ensure confidence in it.

The first step for that is translating the website.

I think this is outdated as well. The meta elements don't exist anymore, and have been superseded by other tags. Please compare with the EN original
