Jonas seems to have done some work on this.

Current status: unknown, please clarify

Possible Approach:

Write a Make file, that runs once or twice a day, independent from the build script.
It should generate two HTML pages for each language:

One page lists all articles where translations to this language do not exist, of course it contains direct links to the corresponding articles.
One page lists all articles where the corresponding language file is older than the english version. At the same time, it provides a diff of the english article in the respective span of vcs versions.

There is @jonas's translation status which is generated by this script.

This page isn't ideal yet, e.g. seeing automatic diffs and also missing translations would be nice.

First improvements have been made by @vincent in #200. What still lacks is a link/view of clever diff files.
