particular el sistema GNU, un sistema operativo de tipo Unix. Este

sistema es conocido sobre todo por una de sus variantes, GNU/Linux, que desde

1993 se emplea con éxito en muchos sistemas informáticos.</p>

<p>El término Software Libre, tal como lo entiende la FSFE no se refiere

al precio, sino a las cuatro libertades siguientes:</p>:

<em>(Nombre del estado)</em>». Los ciudadanos del país deben tener

16 años de edad como mínimo. Las personas menores de esa edad no pueden formar

||||
parte del «Capítulo»</p>

||||
|
||||
<p>(2)   Para formar parte es necesario realizar una petición

||||
por escrito al comité ejecutivo.</p>

||||
|
||||

La asamblea general decide sobre las solicitudes de ingreso

con una mayoría de tres cuartos de personas físicas. El comité

ejecutivo puede conceder la solicitud; en tal caso, la solicitud debe

La baja voluntaria se efectúa mediante entrega de una declaración escrita vis-a-vis

al comité ejecutivo. La declaración de baja tiene que ir firmada por el

representante legal competente. La baja se puede declarar en cualquier momento.</p>

||||
<p>(3)   Un miembro puede ser expulsado de la asociación por decisión del comité ejecutivo

por motivos de peso o si se rompe el vínculo de confianza entre miembros.

||||
Antes de decidir sobre la materia, el comité ejecutivo tiene que dar al miembro

la oportunidad de establecer por escrito su postura. La decisión del comité
|

ejecutivo será justificada por escrito y enviada al miembro. El miembro puede
|

apelar la decisión en la asamblea general. La apelación tiene que
|
||||
presentarse en el plazo de dos semanas desde que se comunique la decisión en

el comité ejecutivo. El comité ejecutivo debe formar una asamblea general

En la asamblea general cada miembro que sea una persona física tiene

voz. Para el ejercicio del derecho a voto se puede autorizar a otro miembro

autorizándolo por escrito ante el comité ejecutivo. La autorización debe entregarse

por cada asamblea general. Un miembro no puede ejercer el
|
||||
derecho a voto en representación de más de un tercio de todos los miembros.</p>.

La convocatoria de la asamblea general</h1>

||||

Como mínimo una vez al año, en el primer cuarto si es posible, tendrá
|
||||
lugar una asamblea general ordinaria en uno de los estados,
|
||||
en los que exista una asociación nacional, si es posible. Se convocará por escrito por el
|
||||
comité ejecutivo en un período de seis semanas después de la
|
||||
publicación de la agenda. El período comienza el siguiente día al envío de
|
||||
la carta de invitación. La carta de invitación se considerará entregada a un
|
||||
miembro, si se envía a la última dirección física o de correo electrónico
|
||||
facilitada por el miembro por escrito. Con el acuerdo por escrito de tres
|
||||
cuartos de los miembros, el período de invitación puede ser reducido a tres
|
||||
semanas.</p>

Adopción de resoluciones de la asamblea general</h1>

El comité ejecutivo dirige la asamblea general, y en caso que

||||
no esté disponible la dirige el vicepresidente.</p>
|
||||
|
||||

|
||||
El tipo de elección está determinado por el director de la asamblea. La
|
||||
elección tiene que realizarse por escrito si un tercio de los miembros
|
||||
presentes en persona así lo solicita.</p>
|
||||
|
||||
<p>La asamblea general no es pública.</p>
|
||||
|
||||

||||
La asamblea general es resolutiva si se convocó como es debido y al
|
||||
menos un tercio de todos los miembros están presentes, o representados por
|
||||
miembros presentes. En caso que se inhabilite las decisiones tomadas, el comité ejecutivo
|

está obligado a convocar una segunda asamblea general, con la misma
|
||||
agenda, dentro de las siguientes cuatro semanas. Esta asamblea general será
|
||||
resolutiva independientemente de los miembros presentes. Este hecho se hará constar
|
||||
en la invitación.</p>

||||

||||

||||
Salvo que se establezca de otro modo en el estatuto, la asamblea general aprueba
|
||||
las decisiones con mayoría simple de los votos válidos. Por tanto, las
|
||||
abstenciones quedan sin consideración. Los cambios del
|
||||
estatuto requieren una mayoría válida de tres cuartos,
|
||||
la disolución del «Capítulo de <em>(Nombre del estado)</em>»
|
||||
requiere una mayoría de cuatro quintas. Sólo se puede decidir
|
||||
cambiar el propósito del «Capítulo de <EM>(Nombre del estado)</EM>» por
|
||||
unanimidad, y con el visto bueno de la FSFE. El acuerdo por escrito de los
|
||||
miembros que no estén presentes en la asamblea general,
|
||||
sólo se podrá presentar en el plazo de
|
||||
un mes y presencialmente ante el comité ejecutivo.</p>

En caso de elecciones, resulta elegido quien reciba más de la mitad de
|
||||
los votos válidos emitidos. Si nadie recibe más de la mitad de
|
||||
las votos, tiene lugar una votación entre los dos
|

candidatos que recibieron más votos. Resulta elegido quien
|
||||
recibe más votos. En caso de empate en votos se necesita una nueva
|
||||
elección; si persiste el empate, decide la mayoría.</p>

Se seguirá un protocolo, que firmarán el secretario y el director

||||
de la asamblea, sobre las decisiones de la asamblea general. Contendrá

las siguientes indicaciones: Lugar, fecha y hora de la asamblea;

los nombres del director de la asamblea y del secretario,
|
||||
el número de miembros presentes, la agenda, los resultados de la elección
|
||||
individual y el tipo de elección. Para enmiendas al estatuto se presentará
