fix leftover files from large encoding batch fix
...
I touched many files here because of different reasons:
1. Some files have been marked outdated mistakenly and were fake-updated now
2. Some very old translations have been deleted
3. Some have just been changed to UTF-8 because the batch run missed them for multiple reasons
