It is also the happy end of continuous lobbying efforts from Oviedo's local hackerspace "Pica Pica Hacklab", using the FSFE's campaign material mixed with their self-developed brand of social hacking. Meanwhile, the Parliament of Asturias backed up its words with deeds and officially signed the open letter of our "Public Money? Public Code!" campaign - being the very first Parliament to do so. To shed light on this successful story and inspire local groups around the world, we conducted an interview with Iyán Méndez Veiga, member of Pica Pica Hacklab.</p>
<p class="question">FSFE: You are a member of Pica Pica HackLab in Oviedo, Asturias. A hackerspace that refers to itself as "a collective of Eco Hackers". Please introduce yourself and tell us a little bit what Pica Pica HackLab is and what you are doing?</p>
<p>Iyán Méndez Veiga: I am doing my masters-study in physics at the University of Ulm, Germany, but I am initially from Oviedo where I joined <a href="http://picapica.mindhackers.org/">Pica Pica Hacklab</a> five years ago. Pica Pica is a small organisation and we are focussing on spreading the word about the use and benefits of Free Software in our region. The whole project started ten years ago when the original members of Pica Pica noticed the lack of activities related to Free Software in our region and so they decided to do something. Just some weeks later, Pica Pica already organised its first workshop about Free Software.</p>
<p>Calling ourselves "eco hackers" is to emphasise that we also do some activities that are not usually related to hacker spaces or hacker labs. For example we are fighting against planned obsolescence. On our website you can find tutorials how to use your toner till its end and not until the printer claims you have to change it. Also we have workshops about technology and birds, using Free Software to live-record the sound of birds and later use the audio to identify them. Later this year we will also try to publish something similar about bats because we have been using Free Software to record bat sounds and recognise them. So Pica Pica mixes technology and environmental studies, and we like that mix.</p>

<p>Currently Pica Pica has six active members. That seem like a small group, but a lot of people usually come to our introduction workshops. Also there is a lot of fluctuation. Meaning some people come, they are active for a while but then they go again. In the past, for example, a medical student preparing the MIR exam in Oviedo joined us. He was very interested in Free Software and he even gave a talk about hacking some medical devices. We always have our door open.</p>
<p class="question">Do you think there is a good Free Software scene or culture in Asturias or in Oviedo in particular? I mean a hackerspace normally does not grow from nowhere.</p>
<p>I would say it is a not a big thing in Asturias. But we are trying to spread it more and more. So, although most communication happens via email, we try to meet as often as we can. Then, once a year, we have this big workshop about the introduction to Free Software which is split in two sessions. The first part is about the idea behind the Free Software movement and the second part is hands-on installing Free Software. But we do a lot of other activities, as well. For example, when it was the 30th birthday of FSF, we organised a party and we also did it with the 20th birthday of KDE. And we hosted the first FLISOL event in Europe in our city back in 2010 and we have been doing so for the last 10 years.</p>
<p class="question">Thank you very much for this introduction, now let's talk about your latest success: you convinced the Asturian parliament to write a proposal to the government to support the FSFE's <a href="https://publiccode.eu/">"Public Money? Public Code!"</a> campaign. How did you first become aware of the campaign?</p>
<p>Well, we received an email from FSFE which came just in time because we were already working on a similar proposal to our government some years before the "Public Money? Public Code!" campaign. The first time we tried to convince the Parliament was in 2015, during the previous regional elections. We wrote a similar document back then and when we saw the European "Public Money? Public Code!" campaign coming up, we used the moment to merge the two initiatives and give it a second try. Then, after some preparation, we started to contact the politicians of the Parliament in Asturias in March 2018. That means, it took us almost one year of work until they finally voted "Yes" which happened in February 2019.</p>

<p class="question">Why did you choose the Parliament and not the government or a ministry to influence with your agenda?</p>
<p>Some years ago Pica Pica HackLab tried to contact the President of Asturias, Javier Fernandez. Back then, in 2013, they created a committee of experts to give technological advise after the financial crisis. Alexis, first member of Pica Pica, wrote a letter to highlight that the committee was highly represented by Microsoft Ibérica (María Garaña, former president of Microsoft Ibérica was part of that comittee) and that this was probably not the best choice in the interest of our region. Obviously, there was a conflict of interest between what Asturias needed and wanted and what Microsoft wanted. So we wrote this letter to the President of Asturias and we were totally ignored. And we realised that it does not work very well to directly communicate with the government. In our experience, it is easier to contact the political parties that have representation in the parliament. And that is what we did this time.</p>

<p class="question">How does this work in practice? Does it mean a lot of individual meetings with individual members from different parties or is there something like a public hour per week where you can talk with them? </p>
<p>It was a long process because when you start you do not yet have any good ways of contact like their phone numbers. So, everything was done via email at first. And then, as soon as we got some dialogue started, we sped things up and asked for meetings. Actually everything was going better when we had these face-to-face meetings. So, as soon as we realised this, we started doing some kind of "social hacking": the problem is that you cannot go to the Parliament of Asturias without an invitation. But once you have an invitation for a meeting with some of the politicians via email and you are inside the building, you can move freely. So we used the chance to knock on doors, office by office of politicians who did not yet reply or invite us, and this was a great chance to speak with these politicians directly and face-to-face even with a pending invitation.</p>
<p class="question">Do you have a rough estimation of how many times you were going to the parliament?</p>
<p>I do not know exactly the number of meetings but I would say there were two important meetings. One with the first proposal with two or three political parties that were already going to vote yes. They agreed with the text of the initiative but the rest was not so sure. In these meetings we were actually trying to emphasise different aspects of "Public Money? Public Code!" depending on the direction the policial party is more aligned with. The idea behind this was that they are totally different parties but we want them all to vote in favour of the same thing. So we emphasised different benefits of Free Software to the different parties. For example the PP (conservative traditional party) was more interested in tax savings. But with the PSOE (labour party), which is also the governing party now, we tried to highlight the sharing aspect, so you can collaborate with other regions. If you develop something in one region, then you can share it later with the other regions. You do not have to invest again and again or to reinvent the wheel. Then we theorised that in the last elections it was a new party in our region that is more focused on transparency. We tried to convince them by highlighting that Free Software is the only kind of software that you can audit and that argument worked really well. </p>

<p class="question">That means depending on the party's own directions and programs, you will use their own arguments for your causes? </p>
<p>Yes. The FSFE's campaign mentions four main advantages of using Free Software within public administrations. We used all four of them but with each party we emphasised one more than the others. That worked really well to convince them.</p>
<p class="question">Did you also directly use the campaign's material like showing them the webpage or the video? Was the material useful for your purposes?</p>
<p>Yes. Actually the campaign's website is directly mentioned in the final proposal, in the very first item. So the web page was a big help for us. About the video I do not exactly know if it was shown but I would have done it because it is really effective. </p>

<p class="question">Which party was the first one to be convinced?</p>
<p>The parties that were more closely cooperating from the very beginning and were answering all the emails were Izquierda Unida and Podemos. Very early on, Izquierda Unida said that they were going to vote yes and they told us publicly that they were going to do that. So there was no mystery about their vote. It was different for Ciudadanos, PP and PSOE. I think Ciudadanos, by the end of the meetings, they were probably going to vote yes and they mentioned that they were going to vote yes. So we were quite sure about that, but regarding PSOE and PP we had no idea until the final vote. </p>
<p class="question">Those are the biggest parties, so you needed them or at least one of them to succeed. Since you knew the small parties are going to vote in favour you further concentrated your efforts on the big ones?</p>
<p>Yes, of course. We sent a lot of emails to them before the voting, but they never replied... It was good to get the yes from Izquierda Unida and Podemos. But without the the PP or PSOE we would not have succeeded. And so, on the election day we were all watching the parliamentary session with tension.</p>
<p class="question">And then you were successful, congratulations! Can you briefly explain what it is that the Parliament actually voted on and what it means?</p>
<p>I do not know how to legally translate this proposal. I would say something like non-binding motion or proposal or something like that. So there is the first item, it does not involve the government because it is says: "the Parliament of Asturias supports the European campaign of 'Public Money? Public Code!'". Meanwhile they followed their accepted proposal and are officially listed as signatories of <a href="https://publiccode.eu/#action">the open letter</a> of the campaign.</p>
<p>Then, the other two items are more related to the government. It basically takes the message from the "Public Money? Public Code!" campaign and although it is not mandatory, it asks the government to use Free Software in public administrations. So it is not a law, it is not binding, but it is an intention.</p>
<blockquote>I think for the first time, a lot of politicians understood what Free Software is.</blockquote>
<p class="question">Is there a legal obligation for the government to reply to it?</p>
<p> I am not a legal expert, but I would say no. I think what was more useful about this is that, I think for the first time, a lot of politicians understood what Free Software is. At least now they know the movement, they know the concept, they know the issues with proprietary software. And our representatives in the parliament are now aware of that.</p>
<p>But also it serves as a very good basis for us. We are not naive and we know that this proposal is not like the last step but more like the first one. But we can use it for the ones that will come next. For example, we are in elections period and our idea is to ask the parties somehow to reflect this motion passed on their proposals for the next government. Then, once we have the new government by the end of next month, we will start working again with the Parliament and remind them of this decision. And if it is not PSOE again who is governing we can directly speak with the governing party and remind them that they agreed on fostering Free Software and ask them what are the things they are going to do regarding points two and three of the proposal. And if they do nothing, we will be there to let them know that we do not forget and we want them to do something about it.</p>

<p class="question">Do you think the elections will change something in the current government in Asturias?</p>
<p>To be honest, I do not know which party will win. The current governing party is the only party which voted no. So concerning Free Software any new party is supposed to be better. But we know that it is one thing to vote yes when you are in the opposition and often it is totally different when you are governing and you have to do something about it. So let us wait to see what happens.</p>

<p>Actualmente Pica Pica tiene seis miembros activos. Parece un grupo pequeño, pero mucha gente asiste con frecuencia a nuestros talleres introductorios. También es algo muy fluctuante. Quiero decir, que algunas personas vienen y se mantienen activas por un tiempo, pero luego se vuelven a ir. En el pasado, por ejemplo, un estudiante de medicina, que estaba preparando el examen del MIR en Oviedo, se unió a nosotros. Estaba muy interesado en el Software Libre, e incluso impartió una charla sobre cómo hackear algunos dispositivos médicos. Siempre tenemos la puerta abierta.</p>
<p class="question">¿Crees que hay un buen escenario, o cultura del Software Libre, en Asturias, o en Oviedo en particular? Me refiero a que un espacio hacker normalmente no aparece de la nada.</p>
<p>Diría que no es algo muy fuerte en Asturias. Pero estamos intentando difundirlo más y más. Por eso, aunque la mayoría de las comunicaciones se producen mediante email, tratamos de reunirlos tan frecuentemente como podemos. Por ello, una vez al año tenemos un gran taller de introducción al Software Libre, que está dividido en dos sesiones. La primera parte es sobre la ideología detrás del movimiento del Software Libre, y la segunda parte tiene un enfoque práctico sobre instalación de Software Libre. Pero hacemos otro montón de actividades también. Por ejemplo, en el 30 aniversario de la FSF organizamos una fiesta, algo que también hicimos en el 20 aniversario de KDE. Y albergamos el primer evento FLISOL europeo, en nuestra ciudad, en 2010, y lo hemos estado haciendo durante 10 años.</p>
<p class="question">Gracias por esta introducción, ahora hablemos de vuestro último éxito: convencisteis al Parlamento asturiano para que redactase una propuesta, dirigida al Gobierno, para apoyar la campaña de la FSFE "¿Dinero Público? ¡Código Público!". ¿Cómo conocisteis la campaña?</p>
<p>Bueno, recibimos un email de la FSFE, que llegó justo a tiempo, puesto que habíamos estado trabajando en una propuesta similar para nuestro gobierno, unos años antes de la campaña "¿Dinero Público? ¡Código Público!". La primera vez que intentamos convencer al Parlamento fue en 2015, durante las anteriores elecciones autonómicas. Escribimos un documento similar por entonces, y cuando vimos popularizarse la campaña europea "¿Dinero Público? ¡Código Público!" aprovechamos el momento para fusionar ambas iniciativas y llevar a cabo un segundo intento. Entonces, tras cierta preparación, comenzamos a contactar con los políticos del Parlamento de Asturias, en marzo de 2018. Eso significa que empleamos al menos un año de trabajo hasta que finalmente votaron "Sí", lo que ocurrió en febrero de 2019.</p>

Así que yo diría que, verdaderamente, el material de la campaña nos proporcionó una buena base para conseguir la propuesta del Parlamento.</p>
<blockquote>La propuesta del Parlamento tiene tres puntos principales, y el primero de todos es que el Parlamento de Asturias apoya la iniciativa internacional "¿Dinero Público? ¡Código Público!".</blockquote>
<p class="question">¿Por qué eligieron el Parlamento y no el gobierno regional, o un consejero, para presionar?</p>
<p>Hace algunos años Pica Pica HackLab intentó contactar con el Presidente de Asturias, Javier Fernández. Posteriormente, en 2013, crearon un comité de expertos para que diera consejos tecnológicos tras la crisis económica. Alexis, primer miembro de Pica Pica, escribió una carta para destacar el que en el comité estuviera principalmente representado Microsoft Ibérica (María Garaña, ex presidenta de Microsoft Ibérica formaba parte del mismo) y que probablemente esa no era la mejor opción en interés de nuestra región. Evidentemente, existía un conflicto de intereses entre lo que Asturias necesitaba y quería, y lo que Microsoft quería. Así que escribimos esa carta al presidente de Asturias y nos ignoraron totalmente. Y nos dimos cuenta de que no funcionaba muy bien para comunicarse directamente con el gobierno. Según nuestra experiencia, es más fácil contactar a los partidos políticos que tienen representación en el parlamento. Y eso es lo que hemos hecho esta vez.</p>

<p class="question">¿Cómo funciona eso en la práctica? ¿Se refiere a una gran cantidad de reuniones con personas individuales de diferentes partidos, o hay algo así como una hora a la semana en la que puedes hablar con ellos? </p>
<p>Ha sido un proceso largo, ya que cuando comienzas aún no tienes buenas formas de contactar, como sus números de teléfono. De manera que, al principio, todo se hizo por correo electrónico. Y luego, tan pronto como comenzaron las conversaciones, aceleramos las cosas y solicitamos reuniones. En realidad, todo iba mejor cuando teníamos esas reuniones cara a cara. Entonces, en cuanto nos dimos cuenta de eso, comenzamos a hacer algún tipo de "hacking social": el problema es que no puedes ir al Parlamento de Asturias sin una invitación. Pero una vez que tienes una invitación para una reunión con algún político por correo electrónico, y estás dentro del edificio, puedes moverte libremente. Así que aprovechamos la oportunidad para llamar a las puertas, despacho tras despacho de políticos que aún no nos respondían ni nos invitaban, y esta fue una gran oportunidad para hablar con esos políticos directamente y cara a cara, incluso con una invitación pendiente.</p>
<p class="question">¿Tenéis un cálculo aproximado de cuántas veces fuisteis al parlamento?</p>
<p>No sé el número de reuniones con exactitud, pero diría que hubo dos reuniones importantes. Una con la primera propuesta, con dos o tres partidos políticos que ya iban a votar que sí.. Estuvieron de acuerdo con el texto de la iniciativa, pero el resto no estaba tan seguro. En estas reuniones, en realidad, estuvimos intentado aclarar diferentes aspectos de "¿Dinero Público? ¡Código Público!", dependiendo de la dirección en la que estuviera alineado el partido político. La idea que subyacía era que, siendo partidos totalmente distintos, queríamos que todos votaran a favor de lo mismo. Así que remarcamos los distintos beneficios del Software Libre para las diferentes partes. Por ejemplo, el PP (tradicional partido conservador) estaba más interesado en el ahorro fiscal. Pero con el PSOE (partido socialista), que también es el actual partido gobernante, intentamos resaltar el aspecto de compartir, para poder colaborar con otras regiones. Si desarrollas algo en una región, puedes compartirlo más adelante con las otras regiones. No tienes que invertir una y otra vez, o reinventar la rueda. A continuación teorizamos que en las últimas elecciones había aparecido un nuevo partido en nuestra región, que está más centrado en la transparencia. Intentamos convencerlos destacando que el Software Libre es el único tipo de software que se puede auditar, y ese argumento funcionó muy bien.</p>

<p class="question">¿Quiere eso decir que, dependiendo de las directrices y programas de cada partido, usasteis sus propios argumentos para vuestra causa?</p>
<p>Sí. La campaña de la FSFE habla de cuatro ventajas principales del uso del Software Libre en las administraciones públicas. Utilizamos los cuatro, pero con cada parte remarcamos una más que las otras. Eso funcionó muy bien para convencerlos.</p>
<p class="question">¿También utilizasteis directamente el material de la campaña, les mostrasteis la página web o el vídeo? ¿Resultó el material útil para vuestros propósitos?</p>
<p>Sí. En realidad, el sitio web de la campaña se nombra directamente en la propuesta final, en el primer artículo. Así que la página web fue de gran ayuda para nosotros. Sobre el vídeo no sé exactamente si se mostró, pero yo lo habría hecho porque es realmente efectivo.</p>

<p class="question">¿Qué partido fue el primero en ser convencido?
</p>
<p>Los partidos que cooperaron más estrechamente desde el principio y respondieron a todos los correos electrónicos fueron Izquierda Unida y Podemos. Muy pronto, Izquierda Unida dijo que iba a votar sí, y así nos lo dijeron públicamente. Por lo tanto, no había ningún misterio sobre su voto. Para Ciudadanos, PP y PSOE fue diferente. Creo que Ciudadanos, al final de las reuniones probablemente iban a votar sí y mencionaron que así lo iban a hacer. Así que estábamos muy seguros de eso, pero con respecto al PSOE y al PP no tuvimos idea hasta la votación final.</p>
<p class="question">Estos son los partidos mayores, así que los necesitabais, o al menos a uno de ellos, para tener éxito. Ya que sabíais que los partidos pequeños votarían a favor, ¿concentrantrasteis aún más vuestros esfuerzos en los grandes?</p>
<p>Sí, desde luego. Les enviamos muchos correos electrónicos antes de la votación, pero nunca respondieron... Era bueno tener el sí de Izquierda Unida y Podemos. Pero sin el PP o el PSOE no hubiéramos tenido éxito. Y así, el día de la votación estuvimos viendo la sesión parlamentaria bastante tensos.</p>
<p class="question">Y luego tuvisteis éxito, ¡felicidades! ¿Puedes explicar brevemente qué es lo que realmente votó el Parlamento y qué significa?</p>
<p>No sé cómo interpretar de forma legal esta propuesta. Diría que es como una moción o propuesta no vinculante, o algo así. Así que ahí está el primer ítem, no involucra al gobierno porque dice: "el Parlamento de Asturias apoya la campaña europea de '¿Dinero público? ¡Código público!'". Mientras tanto, continuaron aceptando la propuesta y están listados oficialmente como firmantes de <a href="https://publiccode.eu/#action">la carta abierta</a> de la campaña.</p>
<p>A continuación, los otros dos puntos están más relacionados con el gobierno. Básicamente, toma el mensaje de la campaña "¿Dinero Público? ¡Código Público!" y, aunque no es obligatorio, pide al gobierno que use Software Libre en las administraciones públicas. Luego no es una ley, no es vinculante, pero es una intención.</p>

<p class="question">¿ Existe alguna obligación legal del gobierno para responder en esta cuestión?</p>
<p>No soy un experto en leyes, pero diría que no. Lo que creo que fué más útil sobre todo esto es que, en mi opinión, por primera vez muchos políticos comprendieron qué es el Software Libre. Por lo menos ahora conocen el movimiento, conocen el concepto, y conocen los defectos del software propietario. Y nuestros representantes en el parlamento son conocedores de todo esto.</p>
<p>Pero también sirve como una buena base para nosotros. No somos ingenuos y sabemos que esta propuesta no es el último paso, sino mas bien el primero. Pero podemos usarlo para los que vendrán a continuación. Por ejemplo, estamos en período electoral y nuesta idea es preguntar a los partidos de qué manera se refleja esta exitosa moción en sus propuestas para el siguiente gobierno. Entonces, una vez que tengamos el nuevo gobierno, hacia finales del mes que viene, empezaremos a trabajar de nuevo con el Parlamento, y les recordaremos esta decisión. Y si no es nuevamente el PSOE quien esté gobernando, podremos hablar directamente con el partido gobernante y recordarles que estuvieron de acuerdo en fomentar el Software Libre, y les preguntaremos qué cosas van a hacer en relación a los puntos dos y tres de la propuesta. Y si no hacen nada, estaremos allí para hacerles saber que no olvidamos, y que queremos que hagan algo al respecto.</p>
<blockquote>Sabemos que esta propuesta no es el último paso, sino mas bien el primero. Pero podemos usarla para los siguientes pasos que vendrán a partir de ahora.</blockquote>
<p class="question">¿Crees que las elecciones cambiarán algo del actual gobierno en Asturias?</p>
<p>Para ser honesto, no sé qué partido ganará. El actual partido de gobierno es el único que votó no. Entonces, y en relación con el Software Libre, cualquier nuevo partido se supone que será mejor. Pero sabemos que una cosa es votar sí cuando estás en la oposición, y otra totalmente diferente cuando estás gobernando y tienes que hacer algo sobre esta cuestión. Así que vamos a esperar a ver qué sucede.</p>

<h1>Public Money, Public Code: Munich one step back - others two steps forward.</h1>
<p newsteaser="yes">More than two years ago, Munich abandoned their strategy of developing an independent IT infrastructure built with Free Software and the free operating system GNU/Linux and went back to depending on proprietary software. We followed this process closely and like to give an update today about what has happened since then in Munich and in Europe in general. Did we manage to gain more independence and control over our IT or did dependencies on monopolies increase over the past two years? </p>
<h2>Retrospect</h2>
<p>The LiMux project was started 13 years ago when the city of Munich needed to replace their no longer supported Windows NT4 workstations. In that period, 15.000 workstations were migrated to vendor-neutral Free Software solutions and Open-Standard-based file formats supported by local IT companies. This initiative not only was an example of a successful move to more independence, but also served as a role model of how to strengthen the local IT industry. </p>

<p>But then things took a turn for the worse. In 2014, the SPD entered a coalition agreement with the CSU and Dieter Reiter (SPD) was elected new mayor of Munich. The new coalition started to question the LiMux strategy as soon as their term started, and asked Accenture, a Microsoft partner located in the same building as Microsoft, to analyse Munich's IT infrastructure. The report can be found <a href="https://www.ris-muenchen.de/RII/RII/DOK/SITZUNGSVORLAGE/4277724.pdf">here</a> (German). It is worth noting that, despite their close connection with Microsoft, in their report, analysts identify primarily organisational issues at the root of the problems troubling LiMux's uptake, but no significant technical issues. </p>
<p>Nevertheless, the coalition filed a surprise motion with minimal lead time before the city council, with the goal to end LiMux once and for all. </p>
<p>Back then we, together with other independent parties, <a href="https://fsfe.org/news/2017/news-20170301-01.html">came to the conclusion</a> that LiMux suffered from organisational problems, including lack of clear structures and responsibilities, something the Accenture report confirmed. These where independent from the software used on client machines, and switching operating systems alone would not solve them. </p>
<h2>Where we are today</h2>
<p>Munich is still in the transition back to proprietary software. This whole process will cost the citizens of Munich nearly 90 million Euros in the next six years. Meanwhile, looking at other cities in Germany and all over Europe, we see that many regions push for more independence. Free Software in public administrations is not a shortterm trend. The last few years have seen significant changes in the attitudes of public administrations towards IT procurement, increasingly favouring a strategic, longtermoriented approach.</p>
<p>Free Software solutions are helping governments address different challenges, from democratic governance to natural disaster prevention. Some projects are not only deployed but also developed internationally. Popular projects, such as Consul, GNU Health, X-Road, and CKAN, highlight the potential of Free Software for cooperation across borders. In Germany, the Government decided to run their own, Free Software Cloud Solution, called Bundescloud. 300,000 people in ministries and other federal institutions will use this federal cloud. The Government of France decided to build a country wide <a href="https://matrix.org/blog/2018/04/26/matrix-and-riot-confirmed-as-the-basis-for-frances-secure-instant-messenger-app/">messaging platform based on Free Software</a> and many more exciting projects are happening all over Europe in an effort to increase IT independence of public administrations. But Munich, once a spearhead in this modernization effort, is now backpedalling on what the city achieved and, instead of institutionalizing it, they are giving up on the experience and knowledge they acquired with their new software.</p>
<p>To support these activities and in order to convince more administrations to migrate to Free Software, the Free Software Foundation Europe runs the well received <a href="https://publiccode.eu/">"Public Money? Public Code!"</a> campaign. The initiative asks legislators to establish the rule that publicly financed software developed for the public sector must be made publicly available under a Free Software license. If it is public money, it should be public code as well.</p>

<p newsteaser="yes">Meer dan twee jaar geleden beëindigde München haar strategie van het ontwikkelen van een onafhankelijke IT-infrastructuur gebouwd met Vrije Software en het vrije besturingssysteem GNU/Linux. Zij werden weer afhankelijk van propriëtaire software. We volgden dit proces op de voet en willen u vandaag op de hoogte brengen van wat er sindsdien is gebeurd in München en Europa als geheel. Is het ons gelukt om meer onafhankelijkheid en controle over onze IT te verkrijgen of zijn er meer afhankelijkheden op monopolies ontstaan tijdens de afgelopen twee jaar? </p>
<h2>Terugblik</h2>
<p>Het LiMux-project is 13 jaar geleden gestart toen de stad München haar niet langer ondersteunde Windows NT4-werkstations moest vervangen. In deze periode zijn 13.000 werkstations overgezet naar verkoper-neutrale Vrije Software-oplossingen en Open Standaard-gebaseerde bestandsformaten die ondersteund worden door lokale IT-bedrijven. Dit initiatief was niet alleen een succesvolle stap naar meer onafhankelijkheid maar diende ook als rolmodel voor het versterken van de lokale IT-bedrijven.</p>

<p>Maar toen ging het de verkeerde kant op. In 2014 ging de SPD een coalitie aan met de CSU en werd Dieter Reiter (SPD) gekozen als nieuwe burgemeester van München. De nieuwe coalitie begon meteen de Linux-strategie ter discussie te stellen en vroeg Accenture, een partner van Microsoft en gehuisvest in hetzelfde pand als Microsoft, om de IT-infrastructuur van München te analyseren. Het verslag kan <a href="https://www.ris-muenchen.de/RII/RII/DOK/SITZUNGSVORLAGE/4277724.pdf">hier</a> (Duits) worden gevonden. Het is van belang om te vermelden dat analisten, ondanks hun sterke verbinding met Microsoft, vooral organisationele problemen identificeren rond de overstap naar LiMux en geen belangrijke technische problemen vonden.</p>
<p>Toch diende de coalitie een verrassende motie in bij de gemeenteraad met minimale voorbereidingstijd met als doel om LiMux voor altijd te beëindigen.</p>
<p>Toen <a href="https://fsfe.org/news/2017/news-20170301-01.html">kwamen we met andere onafhankelijke partijen tot de conclusie</a> dat LiMux te leiden had onder organisationele problemen, inclusief een gebrek aan duidelijke structuren en verantwoordelijkheden, hetgeen is bevestigd in het verslag van Accenture. Deze waren onafhankelijk van de software die gebruikt werd op de client-machines en het overstappen naar andere besturingssystemen zouden dit niet oplossen.</p>
<h2>Waar we vandaag zijn</h2>
<p>München is nog steeds bezig met de overstap terug naar propriëtaire software. Het hele proces kost de burgers van München de komende zes jaar bijna 90 miljoen euro. In de tussentijd zien we dat andere regio's in Duitsland en in heel Europa zich sterk maken voor meer onafhankelijkheid. Vrije Software in de overheid is geen korte termijntrend. De afgelopen jaren hebben we belangrijke stappen gezien in de attitudes van overheden richting IT-inkoop met een toenemende voorkeur voor een strategische lange termijn-aanpak.</p>
<p>Vrije Software-oplossingen helpen regeringen bij het aangaan van verschillende uitdagingen, van democratisch bestuur tot het voorkomen van natuurrampen. Sommige projecten worden internationaal geïmplementeerd en zelfs ontwikkeld. Belangrijke projecten zoals Consul, GNU Health, X-Road en CKAN lichten het potentieel van Vrije Software voor grensoverschrijdende samenwerking uit. In Duitsland besloot de regering om hun eigen Vrije Software cloudoplossing genaamd Bundescloud te implementeren. 300.000 Mensen in ministeries en andere federale instituties zullen deze federale cloud gebruiken. De regering van Frankrijk besloot om een landelijk <a href="https://matrix.org/blog/2018/04/26/matrix-and-riot-confirmed-as-the-basis-for-frances-secure-instant-messenger-app/">Vrije Software-gebaseerd platform voor het uitwisselen van boodschappen</a> te bouwen en in heel Europa vinden nog veel meer spannende projecten plaats ter versterking van de IT-onafhankelijkheid van overheden. Maar München, ooit een leider in deze moderniseringsinspanning, valt nu terug. Wat de stad heeft bereikt wordt niet geïnstitutionaliseerd maar ze verliezen hun ervaring en kennis toen ze hun nieuwe software kochten.</p>
<p>Om deze activiteiten te steunen en meer overheden te overtuigen om over te stappen naar Vrije Software voert de Free Software Foundation Europe de goed ontvangen campagne <a href="https://publiccode.eu/">"Publiek Geld? Publieke Code!"</a>. Dit initiatief vraagt van wetgevers om de regel in te voeren dat met publiek geld gefinancierde software die ontwikkeld is voor de publieke sector publiek beschikbaar moet komen onder een Vrije Software-licentie. Als het publiek geld is dan zou het ook publieke code moeten zijn.</p>

<p newsteaser="yes">Die Kabarettistin Christine Prayon wurde gestern mit dem mit 10.000 Euro dotierten Dieter-Hildebrandt-Preis der Landeshauptstadt München für anspruchsvolles politisches beziehungsweise dezidiert gesellschaftskritisches Kabarett ausgezeichnet. Das Preisgeld spendet Prayon der Free Software Foundation Europe.</p>
<p>In der <a href="https://www.muenchen.de/rathaus/Stadtverwaltung/Kulturreferat/Kulturfoerderung/Preise/Dieter-Hildebrandt-Preis/2019.html">Begründung</a> der Jury heißt es unter anderem über die Preisträgerin Prayon: "Sie klagt nicht einfach an sie entlarvt, und wir sind ihre Zeugen." Ihre Dankesrede nutze die Preisträgerin entsprechend, um den Finger in die Wunde zu legen: Als vorbildlich beschreibt Prayon den einstigen Prozess, sich von den Anbietern proprietärer Software unabhängig zu machen und die komplette Verwaltung über ein freies System laufen zu lassen. Entsprechend kritisch kommentierte Prayon den Umstieg zurück auf proprietäre Systeme.</p>

<p>Allein die Umstellung der Arbeitsplätze wird München in den nächsten sechs Jahren knapp 50 Millionen Euro kosten. Weitere 37 Millionen Euro fließen in nötigen Umsetzungsprojekte. Die Free Software Foundation Europe kritisierte diesen Schritt bereits in der Vergangenheit. Die Umstellung wird die organisatorischen IT-Probleme im alltäglichen Verwaltungsgeschäft nicht lösen können. Gleichzeitig werden allerdings neue Abhängigkeiten von Herstellern proprietärer Software entstehen. Lizenzgebühren werden an die Hersteller gezahlt anstatt diese Gelder zugunsten der Steuerzahler für die Weiterentwicklung der Software und für die Kooperation mit anderen Verwaltungen zu nutzen. Die Systeme werden intransparenter und für die Bürger nicht mehr nachvollziehbar. <p>München wendet sich damit gegen den Trend: In anderen Verwaltungen wird mit großem Erfolg auf Freie Software gesetzt. In Frankreich entstehen seit des 2012 staatlich angeordneten verstärkten Einsatzes Freier Software zwischen 0,6% und 5,4% mehr Firmen pro Jahr, die Freie Software nutzen; zwischen 6,6% und 14% mehr Menschen finden jedes Jahr eine Beschäftigung im IT Sektor. In Barcelona fließt 70% des Budgets für die Entwicklung neuer Software in Freie Software. Aufträge wurden bisher an 3.000 Unternehmen vergeben, 60% davon KMUs, meist aus der Region. In kollaborativen Projekten arbeiten immer mehr Städte an gemeinsamen Softwarelösungen um diese gemeinsam weiterzuentwickeln, Kosten zu sparen und Risiken aufzuteilen.</p>
<p>Die Free Software Foundation Europe hat daher die Kampagne "Public Money? Public Code!" ins Leben gerufen, um weitere Verwaltungen davon zu überzeugen auf Freie Software umzustellen und sie bei der Migration zu unterstützen. Im Rahmen der Kampagne wurde auch die Fachpublikation "Public Money Public Code - Modernising Public Infrastructure with Free Software" veröffentlicht. Die Broschüre zielt darauf ab, Fragen von Entscheidungsträgern über die Vorteile der Nutzung und Entwicklung Freier Software für die öffentliche Verwaltung zu beantworten.</p>

<p newsteaser="yes">Yesterday, political satirist Christine Prayon was awarded the 10,000 Euro Dieter Hildebrandt Prize of the City of Munich for demanding political or decidedly socio-critical political satire. Prayon is donating the prize money to the Free Software Foundation Europe.</p>
<p>The <a href="https://www.muenchen.de/rathaus/Stadtverwaltung/Kulturreferat/Kulturfoerderung/Preise/Dieter-Hildebrandt-Preis/2019.html">jury states</a>, among other things, that the award recipient Prayon "[...] does not simply accuse - she unmasks, and we are her witnesses". Prayon herself used her thank-you speech to put the finger on one of Munich's sore spots: Prayon describes the former genius, progressive process of making Munich independent of the providers of proprietary software and letting the complete administration run on a free system. Prayon then criticised the switch back to proprietary systems.</p>

<p>The migration of workstations back to proprietary software will cost Munich almost 50 million Euros over the next six years. A further 37 million Euros will have to be invested in implementation projects. The Free Software Foundation Europe already criticised the migration-project in the past. The migration will not solve existing organisational IT problems in the day-to-day administrative business. At the same time new dependencies on manufacturers of proprietary software will arise and license fees will be paid to the proprietary manufacturers instead of using these funds in tax payers' best interest for the further development of the software and the cooperation with other administrations. The systems become less transparent and no longer comprehensible for citizens. <p>Munich is thus turning against the trend: in other administrations, Free Software is being used with overwhelming success. Since the French government decided to start using more Free Software back in 2012, between 0.6% and 5.4% more companies using Free Software have been created in France every year; between 6.6% and 14% more people find employment in the IT sector every year. In Barcelona, 70% of the budget for the development of new software is used to create Free Software. Contracts have so far been awarded to 3,000 companies, 60% of them SMEs, mostly from the region. In collaborative projects, more and more cities are working on common software solutions and jointly develop them, saving costs and sharing risks.</p>
<p>The Free Software Foundation Europe has launched the campaign "Public Money? Public Code!" to convince other administrations to switch to Free Software and support them in their migration. As part of the campaign, we published the specialist publication "Public Money Public Code - Modernising Public Infrastructure with Free Software". The brochure aims to answer questions from decision-makers about the benefits of using and developing Free Software for the public administration.</p>

Three conclusions to draw from Google denying Huawei access to software
</h1>
<p newsteaser="yes">Google denies the Chinese IT giant Huawei access to
Google's proprietary components of the Android mobile operating system
which threatens IT security. This highlights the importance Free
Software has for technology users, public bodies, and businesses. The
Free Software Foundation Europe (FSFE) presents three essential lessons
from this case.</p>
<p>Following the U.S. administration's decision to effectively ban
American companies from trading with with the Chinese company Huawei,
Google suspended all business with the company. This affects all
software which is not covered under Free Software licences. In
practice, Huawei's upcoming and potentially also current phones will no
longer get support and updates for the Android operating system. They
will also not have access to the proprietary Google apps and services
like Gmail and Google Play. Although proprietary software should be
avoided in the first place, especially the latter will put future
Huawei user at risk because without access to the default app store on
most stock Android phones they will miss important security updates for
the apps installed through it.</p>
<p>Google offers only a base version of Android under a Free Software
licence but bundles it together with proprietary apps and services. The
non-free components of most stock Android devices have numerous
downsides for users, as the <a href="https://freeyourandroid.org">FSFE
has documented since 2012</a>. Now, the current case demonstrates that
even tech giants like Huawei face similar dependencies and vendor
lock-in effects as those of any individual users if they rely on proprietary
software.</p>
<h2>Three Conclusions</h2>
<p>The following lessons can be drawn from this case:</p>
<ol>
<li>The FSFE urges <strong>users</strong> to use Free Software
operating systems and applications on their computing devices. With
proprietary software, they are on the receiving end only and vendors
may deny them access to crucial security updates if the vendor or a
government changes its strategy. Free Software enables control of
technology, and the more important that technology becomes in our
daily lives, the more relevant Free Software becomes for users. For
Android, the FSFE helps users to regain more control with its <a
href="https://freeyourandroid.org">Free Your Android
initiative</a>.</li>
<br />
<li><strong>Governments and especially the European Union</strong>
should invest more resources in Free Software to gain independence
from large enterprises and other states. The current case highlights
the lack of influence the EU has on outside technology providers.
Instead of waiting for a future European IT monopolist to enter the
stage, the EU and its members states should <a
href="https://publiccode.eu">invest in Free Software development</a>
and focus on supporting local Free Software organisations as well as
businesses. This would effectively foster the inner-European market
and enable independence for European citizens and the EU economy.
This step is essential for avoiding exposing European infrastructure
to shutdowns controlled by external factors.</li>
<br />
<li>The FSFE urges <strong>companies</strong> to use as much Free
Software as possible in their supply chains. Proprietary software
makes a company dependent on its vendor and that vendor's government.
The current case shows that the US was able to force Google to stop
delivery of its proprietary products but could not stop delivery of
the Free Software components of Android. Had Huawei invested more
resources in Free Software apps and services, the US strategy would
not have hit them as hard. Although the current events are linked to
the scrutiny the Chinese company is under right now, it is obvious
that this could happen to any other company based in any other
country as well.</li>
</ol>
<p>The earlier allegations against Huawei already showed that <a
href="/news/2019/news-20190205-01.html">code for all critical
infrastructure should be published under a Free Software licence</a>.
The latest episode of the Huawei affair illustrates that the same
applies to apps and services. Just days before the European Elections,
this should be a wake-up call for the next constituent Parliament to
ask the European Commission for European directives that foster
independence of European technical infrastructure and that build on
Free Software, starting with the <a href="https://publiccode.eu">demand
to release publicly funded software as public code</a>.</p>

Tre conclusioni da trarre dal caso Google-Huawei

<p newsteaser="yes">Google ha negato al gigante IT cinese Huawei l'accesso
ai propri componenti del sistema operativo Android
sostenendo che quest'ultima sia una minaccia alla sicurezza IT. Questo fatto evidenzia l'importanza del Software
libero per singoli utenti, enti pubblici ed imprese.
La Free Software Foundation Europe (FSFE) illustra in questo articolo tre lezioni
che dovrebbero essere apprese da questa vicenda.</p>
<p>In seguito alla decisione dal governo statunitense di vietare
alle società americane dal fare affari con la società cinese Huawei,
Google ha sospeso le proprie attività con la società. Ciò riguarda tutto
il software che non è coperto da una licenza di Software libero. In pratica,
i telefoni di Huawei che stanno per uscire sul mercato e forse anche quelli già in commercio non riceveranno
più supporto e aggiornamenti per il sistema operativo Android.
Inoltre non avranno accesso alle app ed ai servizi proprietari di Google
come Gmail e Google Play. Anche se il software proprietario dovrebbe
comunque essere evitato, in questa situazione metterà concretamente a rischio
i clienti di Huawei perché senza l'accesso all'app store predefinito,
sulla maggior parte dei telefoni Android di serie mancheranno importanti aggiornamenti di sicurezza
per il sistema operativo e per le app installate attraverso di esso.</p>
<p>Google offre solo una versione base di Android licenziata come Software
libero, ma la raggruppa assieme ad app e servizi proprietari quando la distribuisce. Le
componenti non libere della maggior parte dei dispositivi Android di serie hanno numerosi
aspetti negativi per gli utenti, come <a href="https://freeyourandroid.org"> FSFE ha
documentato nel 2012</a>. Oggi questa vicenda dimostra che anche
giganti della tecnologia come Huawei diventano dipendenti dal software proprietario e affrontano
l'effetto lock-in come i singoli utenti se utilizzano
software proprietario.</p>
<h2>Tre insegnamenti</h2>
<p>Possiamo trarre questi insegnamenti dalla vicenda:</p>
<ol>
<li>FSFE invita gli <strong>utenti</strong> a utilizzare sistemi operativi liberi
e applicazioni libere sui propri dispositivi informatici. Se sul lato
ricevente di una rete c'è solo software proprietario, chi lo realizza o distribuisce
può impedire l'accesso a importanti aggiornamenti se il proprio fornitore o
un governo cambia strategia politica. Il Software libero permette di controllare la
tecnologia, e quanto più importante è la tecnologia nella nostra
vita quotidiana, tanto più il Software Libero diventa importante per vivere liberi. Per
Android, la FSFE aiuta gli utenti a riprenderne il controllo con <a
href="https://freeyourandroid.org"> la campagna Free Your Android
</a>.</li>
<br />
<li><strong>I governi ed in particolare l'Unione europea</strong>
dovrebbero investire maggiori risorse nel software libero per ottenere l'indipendenza
dalle grandi imprese e dagli altri stati. Il caso attuale evidenzia
la mancanza di influenza che l'UE ha sui fornitori di tecnologia stranieri.
Invece di aspettare e sperare che un futuro monopolista IT europeo entri in
scena, l'UE e i suoi stati membri dovrebbero <a
href="https://publiccode.eu">investire nello sviluppo del Software Libero</a>
e sostenere le organizzazioni locali di Software Libero e le
imprese che lo usano e sviluppano. Questo favorirebbe il mercato interno
e consentirebbe l'indipendenza per i cittadini europei e l'economia dell'UE.
Questo passaggio è essenziale per evitare di esporre le infrastrutture europee
ai danni causati volontariamente da fattori esterni.</li>
<br />
<li>La FSFE esorta le <strong>aziende</strong> a utilizzare il più possibile software
libero nelle proprie infrastrutture. Il software proprietario
rende un'azienda dipendente dal proprio fornitore e anche dal governo del fornitore.
Questa vicenda dimostra che gli Stati Uniti sono stati in grado di costringere Google ad interrompere
la consegna dei software proprietari, ma non hanno potuto interrompere la consegna
dei software liberi presenti in Android. Se Huawei avesse investito più risorse
in app e servizi liberi la strategia statunitense non
l'avrebbe colpita così duramente. Sebbene gli eventi attuali siano collegati alle
attività di sorveglianza portate avanti della società cinese, è palese che un fatto analogo
potrebbe accadere a qualsiasi altra azienda con sede
in qualsiasi altro paese.</li>
</ol>
<p>Le precedenti accuse contro Huawei hanno dimostrato che <a
href="/news/2019/news-20190205-01.html">il software delle infrastrutture critiche
dovrebbe essere pubblicato sotto una licenza di software libero</a>.
L'ultimo episodio della vicenda Huawei illustra che lo stesso
vale per app e servizi. Solo pochi giorni prima delle elezioni europee,
dovrebbe essere un campanello d'allarme per il prossimo Parlamento, che
dovrebbe chiedere alla Commissione europea delle direttive europee che favoriscano
l'indipendenza dell'infrastruttura tecnica in Europa e che si basino
su software libero, a cominciare dalla richiesta di <a href="https://publiccode.eu">
rilasciare come software libero il software realizzato con finanziamenti pubblici</a>.</p>

<p newsteaser="yes">Google verbiedt de Chinese IT-gigant Huawei toegang tot Google's propriëtaire onderdelen van het Android mobiel besturingssysteem hetgeen de IT-veiligheid bedreigt. Dit licht het belang van Vrije Software voor technologiegebruikers, overheden en bedrijven uit. De Free Software Foundation Europe (FSFE) presenteert drie essentiële lessen uit deze zaak.</p>
<p>Na de beslissing van de Amerikaanse overheid om Amerikaanse bedrijven in feite te verbieden om zaken te doen met het Chinese bedrijf Huawei heeft Google alle zaken met het bedrijf stopgezet. Dit raakt alle software die niet onder Vrije Software-licenties valt. In de praktijk zullen Huawei's komende en mogelijk ook huidige telefoons geen updates meer krijgen voor het Android besturingssysteem. Zij zullen ook geen toegang krijgen tot de propriëtaire Google apps en diensten zoals Gmail en Google Play. Hoewel propriëtaire software in de eerste plaats vermeden zou moeten worden zal met name het laatste een risico vormen voor toekomstige Huawei-gebruikers omdat zij zonder toegang tot de reguliere app-winkel, zoals op de meeste standaard Android-telefoons, zij belangrijke veiligheidsupdates voor hun geïnstalleerde apps zullen missen.</p>
<p>Google biedt alleen een basisversie van Android onder een Vrije Software-licentie aan maar bundelt het met propriëtaire apps en diensten.
De onvrije onderdelen van de meeste standaard Android-apparaten bevatten verschillende nadelen voor gebruikers, zoals de <a href="https://freeyourandroid.org">FSFE als sinds 2012 documenteert</a>. De huidige zaak toont aan dat technologische giganten zoals Huawei met vergelijkbare afhankelijkheden en verkoper-lock-in effecten te maken hebben als individuele gebruikers als zij vertrouwen op propriëtaire software.</p>
<h2>Drie conclusies</h2>
<p>We kunnen de volgende lessen trekken uit deze zaak:</p>
<ol>
<li>De FSFE moedigt <strong>gebruikers</strong> aan om Vrije Software-besturingssystemen en applicaties op hun computerapparatuur te gebruiken. Met propriëtaire software trekken zij slechts aan het korte einde en verkopers zouden hen toegang tot cruciale veiligheidsupdates kunnen onthouden als de verkoper of een regering haar strategie verandert. Vrije Software stelt u in staat tot controle over technologie en hoe belangrijker deze technologie in ons dagelijks leven wordt, des te relevanter Vrije Software wordt voor gebruikers. Voor Android helpt de FSFE gebruikers meer controle te verkrijgen via haar <a
href="https://freeyourandroid.org">Bevrijd Uw Android-initiatief</a>.</li>
<br />
<li><strong>Regeringen en met name de Europese Unie</strong>
zouden meer hulpbronnen moeten investeren in Vrije Software om onafhankelijkheid te winnen ten opzichte van grote bedrijven en andere staten. De huidige zaak ligt het gebrek aan invloed van de EU op externe technologieleveranciers uit. In plaats van te wachten tot een toekomstige Europese IT-monopolist op het toneel verschijnt zouden de EU en haar lidstaten moeten <a
href="https://publiccode.eu">investeren in de ontwikkeling van Vrije Software</a> en de aandacht vestigen op het ondersteunen van lokale Vrije Software-organisaties en bedrijven. Dit zou de interne Europese markt versterken en onafhankelijkheid voor Europese burgers en de EU-economie mogelijk maken. Deze stap is essentieel om het blootstellen van Europese infrastructuur aan sluitingen gecontroleerd door externe factoren te vermijden.</li>
<br />
<li>De FSFE moedigt <strong>bedrijven</strong> aan om zoveel mogelijk Vrije Software te gebruiken in hun aanvoerlijnen. Propriëtaire software maakt een bedrijf afhankelijk van haar verkoper en de regering van deze verkoper. De huidige zaak toont aan dat de VS in staat was om Google te stoppen om haar propriëtaire producten te leveren, maar niet de levering van de Vrije Software-componenten van Android kon stoppen. Als Huawei meer had geïnvesteerd in Vrije Software apps en diensten dan zou de strategie van de VS niet zo hard zijn aangekomen. Hoewel de huidige evenementen zijn verbonden met het huidige nadere onderzoek naar dit Chinese bedrijf is het duidelijk dat dit ook welk ander bedrijf in welk ander land dan ook kan overkomen.</li>
</ol>
<p>De eerdere beweringen tegen Huawei toonden al aan dat <a
href="/news/2019/news-20190205-01.html">code voor alle cruciale
infrastructuur gepubliceerd zou moeten worden onder een Vrije Software-licentie</a>.
De laatste episode van de zaak-Huawei illustreert dat hetzelfde van toepassing is op apps en diensten. <p newsteaser="yes">This newsletter edition gives special attention to the upcoming EU Elections. We are telling the story of the Spanish Pica Pica Hacklab who successfully used our "Public Money? Public Code!" campaign to influence the Parliament of Asturias. Pica Pica's story takes us to the upcoming EU Elections that will bring in new MEPs into the European Parliament and so we provide advice and tips on how you can get active in promoting Free Software to them. As always, you will also read about the events the FSFE is going to be part of this month, as well as a retrospective of what has happened in the past month. </p>
<h2 id="eu-elections-2019-and-free-software">EU Elections 2019 and Free Software</h2>
<p>"The Parliament of Asturias commits itself to the international <a href="http://publiccode.eu/">Public Money? Public Code!</a> campaign" - this is a quote from the first demand in a <a href="http://www.picahack.org/181115%20-%20PNL%20Software%20Libre%20-%20RE35416.PDF">recent proposal brought in by the Parliament of Asturias</a> towards its government and it marks the happy end of continuous lobbying efforts from Oviedo's local hackerspace <a href="http://picapica.mindhackers.org/">"Pica Pica Hacklab"</a>. </p>

<p>This was already the second attempt of Pica Pica to lobby the Parliament of Asturias and demand the use of Free Software within public administrations. However, in contrast to their first attempt in 2015, this time Pica Pica had <a href="/contribute/spreadtheword#pmpc">"Public Money? Public Code!" campaign materials</a> at hand and used them extensively, together with their self-developed social hacking skills, to convince the politicians.</p>
<p>Pica Pica's success story is highly motivating for local activists and so we <a href="/news/2019/news-20190514-01.html">interviewed Iyán Méndez Veiga</a>, member of Pica Pica, to highlight key elements of their activities, the usage of our campaign material and their lobbying. Read how Pica Pica successfully emphasised different benefits of Free Software depending on the agenda of the political party they were talking to respectively, how they turned emails into face-to-face meetings and how they finally landed even more meetings with officials from different parties by simply walking through the Parliament's building.</p>
<p>Pica Pica's story is not only motivating but it also clearly shows how local engagement by a small single group can influence even the highest political levels. Still, it is one story out of many, happening continuously in many parts of Europe. Be it a group of people or individuals: every talk, explanation or sometimes even the mere handing out of a <a href="/contribute/spreadtheword.html">well-formulated and informative leaflet</a> can make the difference and convince a decision-maker to care about Free Software. </p>
<p>That brings us to this year's EU Elections of the European Parliament taking place next week throughout Europe, from May 23rd to 26th. Let us follow the recent example of Pica Pica and make sure that as many candidates as possible are aware of Free Software and its benefits, and convince them to join us in empowering users to control technology.</p>
<p>This is even more important now, as forecasts predict that half of the Members in the current European Parliament will not be back in the next term. That means that there will be new members appearing on the scene that do not yet know about Free Software. </p>
<p>Help let them know about the benefits of technologies that respect users freedom. Help us establish new contacts with advocates for Free Software in the next European Parliament's term. Seek out the candidates in your region and get in contact with them. Use our <a href="https://publiccode.eu/">"Public Money?Public Code!" campaign</a> as a source for arguments. <h2 id="do-not-miss-upcoming-events-with-the-fsfe">Do not miss: upcoming events with the FSFE</h2>

<li>From May 17th to 19th the Maker Fair Berlin will take place and the local FSFE group Berlin will be present with an information booth.</li>
<li>On May 18th the FSFE's Policy Manager Alexander Sander will be present at the Albanian Open Source conference <a href="https://oscal.openlabs.cc/speakers/alexander-sander/">OSCAL</a> to promote the FSFE's "Public Money? Public Code!" campaign to the local community.</li>
<li>On May 21st Erik Albers, FSFE's Communication and Programme Manager, will talk at the <a href="https://md-devdays.de/Act?id=1000138">Magdeburger Developer Days</a> about the sustainability of software and how to preserve software resources for future generations.</li>
<li>From May 24th to 26th the FSFE will host its own <a href="https://wiki.fsfe.org/Events/2019/0525-fsfe-web-a-thon">web-a-thon</a> in Frankfurt (Main) to have a fruitful collective work on improving the FSFE's homepage together. You can find all details on the corresponding wiki-page.</li>
<li>On May 29th, the FSFE's legal intern Lucas Lasota will present FOSS legal trends at the <a href="https://opensaar.de/2019/04/libre-graphis-meeting-in-saarbruecken/">Libre Graphics Meetings</a> in Saarbrücken, Germany.</li>
<li>On June 8th, the FSFE's Project Manager Galia Mancheva will present the Public Money? Public Code! campaign to the Bulgarian tech community at <a href="http://tuxcon.mobi/">TuxCon</a> in Plovdiv, Bulgaria.</li>

<p>This year we are running the FSFE community meeting on November 15th and 16th in cooperation with the <a href="https://www.sfscon.it/">SFSCon</a> in Bolzano, Italy. The FSFE country team Italy will use this occasion to prepare and run a dedicated FSFE track during the conference and the conference day will be followed by a dedicated community day. <li>On 27 April, Max Mehl, the FSFE's Programme Manager, gave a keynote at Grazer Linuxtage about Free Software and why security and openness are not contradictory. <li>On April 27th, there was an FSFE's info-booth at the the local FLISoL event in A Coruña, Spain and on 11 May, the FSFE was present with a booth at T-Dose in Eindhoven, The Netherlands. </li>

También contamos la historia del colectivo español Pica Pica Hacklab, quienes han conseguido influir en el Parlamento de Asturias, haciendo uso de nuestra campaña "Public Money? Public Code!". La historia de Pica Pica Hacklab nos lleva hasta las inminentes elecciones europeas, en las que serán designados los nuevos miembros del Parlamento Europeo, por lo que ofrecemos consejos y sugerencias sobre cómo proceder para promover activamente el Software Libre entre ellos. Como siempre, también te ofreceremos información sobre los próximos eventos en los que la FSFE participará, así como una retrospectiva de la novedades del mes pasado. </p>
<h2 id="eu-elections-2019-and-free-software">Elecciones Europeas 2019 y Software Libre</h2>
<p>"...esta Junta General apoya y se compromete con la campaña internacional “Dinero público, código público” <a href="http://publiccode.eu/">(Public Money? Public Code!)</a>" - esta es una cita del primer punto de una <a href="http://www.picahack.org/181115%20-%20PNL%20Software%20Libre%20-%20RE35416.PDF"> propuesta recientemente aprobada por el Parlamento de Asturias</a>, de cara al funcionamiento de su gobierno, y que marca el éxito de la prolongada influencia del <i>hackerspace</i> de Oviedo <a href="http://picapica.mindhackers.org/">"Pica Pica Hacklab"</a>. </p>

<p>Este ha sido el segundo intento por parte de Pica Pica de presionar al Parlamento de Asturias y solicitar el uso de Software Libre en las administraciones públicas. No obstante, en contraposición a su primer intento en 2015, esta vez Pica Pica tenía <a href="/contribute/spreadtheword#pmpc">materiales de la campaña "¿Dinero Público? ¡Código Público!"</a> a su disposición y los ha usado intensamente, junto a sus propias habilidades para convencer a los políticos.</p>
<p>El éxito de Pica Pica sirve como acicate a los activistas locales y así hemos <a href="/news/2019/news-20190514-01.html">entrevistado a Iyán Méndez Veiga</a>, miembro de Pica Pica, para resaltar los elementos clave de sus acciones, el uso de nuestro material de campaña y su presión. Lea cómo Pica Pica resaltó con éxito los diferentes beneficios del Software Libre dependiendo de la agenda del partido político con el que estaban hablando, cómo convirtieron los correos electrónicos en reuniones presenciales y cómo finalmente lograron más reuniones con miembros de los diferentes partidos, simplemente haciendo muchas horas de pasillo en el parlamento.</p>
<p>La historia de Pica Pica no es solo motivadora sino que también muestra claramente cómo la participación local de un pequeño grupo puede influir incluso en los niveles políticos más altos. Aún así, es una historia entre muchas, que ocurre continuamente en muchas partes de Europa. Ya sea un grupo de personas o individuos: cada conversación, explicación o, a veces, incluso la simple entrega de un folleto <a href="/contribute/spreadtheword.html"> bien formulado e informativo </a> puede marcar la diferencia de convencer a un responsable para que se preocupe por el Software Libre.</p>
<p>Esto nos lleva a las elecciones de este año del Parlamento Europeo que tendrán lugar la próxima semana en toda Europa, entre el 23 y el 26 de mayo. Sigamos el ejemplo reciente de Pica Pica y asegurémonos de que la mayor cantidad posible de candidatos conozcan el Software Libre y sus beneficios, y convencerlos de que se unan a nosotros para que los usuarios puedan controlar la tecnología.</p>
<p>Esto es ahora aún más importante, ya que los pronósticos indican que la mitad de los miembros del actual Parlamento Europeo no volverán en el próximo mandato. Esto significa que habrá nuevos miembros que aparecerán en escena que aún no conocen el Software Libre.</p>

<p newsteaser="yes">In deze editie van de nieuwsbrief gaat de speciale aandacht uit naar de komende verkiezingen voor het Europees Parlement. We vertellen het verhaal van de Spaanse Pica Pica Hacklab die succesvol onze "Publiek Geld? Publieke Code!"-campagne gebruikten om het parlement van Asturië te beïnvloeden. Pica Pica's verhaal brengt ons bij de komende Europese verkiezingen waardoor het Europees Parlement nieuwe leden zal krijgen. We bieden dus advies en tips over hoe u actief Vrije Software bij hen kunt promoten. Zoals altijd zult u ook lezen over de evenementen waar de FSFE deze maand aan deelneemt en terugkijken naar wat er in de afgelopen maand is gebeurd.</p>
<h2 id="eu-elections-2019-and-free-software">Europese verkiezingen 2019 en Vrije Software</h2>
<p>"Het parlement van Asturië committeert zichzelf aan de internationale <a href="http://publiccode.eu/">Publiek Geld? Publieke Code!</a>-campagne": dit is een citaat uit de eerste eis in een <a href="http://www.picahack.org/181115%20-%20PNL%20Software%20Libre%20-%20RE35416.PDF">recent voorstel dat is ingediend bij het parlement van Asturië</a> richting haar regering en het markeert het vrolijke einde van de voortdurende lobby-inspanningen van Oviedo's lokale hackerspace <a href="http://picapica.mindhackers.org/">"Pica Pica Hacklab"</a>. </p>

<p>Dit was al de tweede poging van Pica Pica om bij het parlement van Asturië te lobbyen en te eisen dat binnen overheden Vrije Software wordt gebruikt. In tegenstelling tot hun eerste poging in 2015 had Pica Pica deze keer <a href="/contribute/spreadtheword#pmpc">"Publiek Geld? Publieke Code!"-campagnematerialen</a> bij de hand en ze hebben deze, samen met hun zelf ontwikkelde sociale hackvaardigheden, intensief gebruikt om de politici te overtuigen.</p>
<p>Pica Pica's succesverhaal is sterk motiverend voor lokale activisten en dus <a href="/news/2019/news-20190514-01.html">interviewden we Iyán Méndez Veiga</a>, lid van Pica Pica, om de cruciale elementen van hun activiteiten, het gebruik van onze campagnematerialen en hun lobbywerk uit te lichten. Lees hoe Pica Pica succesvol de agenda van de politieke partij waar ze mee aan het praten waren lieten bepalen welke verschillende voordelen van Vrije Software zij benadrukten, hoe zij e-mails wisten om te zetten in live ontmoetingen en hoe ze uiteindelijk zelfs nog meer politici van verschillende partijen hebben ontmoet door simpelweg door het parlementsgebouw te wandelen.</p>
<p>Pica Pica's verhaal motiveert niet alleen maar maakt ook duidelijk hoe lokaal engagement van een kleine groep invloed kan hebben op zelfs de hoogste politieke niveaus. Toch is het maar een verhaal uit vele, die voortdurend plaatsvinden in vele delen van Europa. Of het om een groep mensen of individuen gaat: iedere lezing, uitleg of zelfs slechts het uitdelen van een <a href="/contribute/spreadtheword.html">goed geformuleerde en informatieve folder</a> kan het verschil maken en een beslissingsnemer ervan overtuigen om te geven om Vrije Software. </p>
<p>Dat brengt ons bij de verkiezingen voor het Europees Parlement, van 23 tot 26 mei door heel Europa. Laten we het recente voorbeeld van Pica Pica volgen en zekerstellen dat zoveel mogelijk kandidaten bewust zijn van Vrije Software en haar voordelen en ze te overtuigen om met ons gebruikers in staat te stellen technologie te controleren.</p>
<p>Dit is nu nog belangrijker omdat volgens voorspellingen de helft van de leden van het huidige parlement niet terug zullen komen in de volgende termijn. Dat betekent dat er nieuwe leden zullen opdagen die nog niets weten over Vrije Software. </p>
<p>Help hen te leren over de voordelen van technologieën die gebruikersrechten respecteren. Help ons nieuwe contacten aan te knopen met bepleiters van Vrije Software tijdens de volgende termijn van het Europees Parlement. Zoek de kandidaten in uw regio en neem contact met hen op. Gebruik onze <a href="https://publiccode.eu/">"Publiek Geld? Publieke Code!"-campagne</a> als een bron voor uw argumenten. <h2 id="do-not-miss-upcoming-events-with-the-fsfe">Mis het niet: komende evenementen met de FSFE</h2>
<ul>
<li>Van 17 tot 19 mei zal Maker Fair Berlin plaatvinden en de lokale FSFE-groep Berlijn zal aanwezig zijn met een informatiekraam.</li>
<li>Op 18 mei zal FSFE's beleidsmanager Alexander Sander op de Albanese Open Bronconferentie <a href="https://oscal.openlabs.cc/speakers/alexander-sander/">OSCAL</a> aanwezig zijn om FSFE's "Publiek Geld? Publieke Code!"-campagne te presenteren aan de lokale gemeenschap.</li>
<li>Op 21 mei zal FSFE's communicatie- en programmamanager Erik Albers op de <a href="https://md-devdays.de/Act?id=1000138">Magdeburger Developer Days</a> spreken over de duurzaamheid van software en hoe softwarebronnen te bewaren voor komende generaties.</li>
<li>Van 24 tot 26 mei zal de FSFE daar eigen <a href="https://wiki.fsfe.org/Events/2019/0525-fsfe-web-a-thon">web-a-thon</a> organiseren in Frankfurt am Main (Duitsland) waarbij er productief wordt samengewerkt aan het verbeteren van FSFE's homepage. U kunt alle details op de betreffende wiki-pagina vinden.</li>
<li>Op 29 mei zal FSFE's juridische stagiair Lucas Lasota juridische FOSS-trends presenteren op de <a href="https://opensaar.de/2019/04/libre-graphis-meeting-in-saarbruecken/">Libre Graphics Meetings</a> in Saarbrücken (Duitsland).</li>
<li>Op 8 juni zal FSFE's projectmanager Galia Mancheva de Publiek Geld? Publieke Code!-campagne presenteren aan de Bulgaarse technologische gemeenschap op <a href="http://tuxcon.mobi/">TuxCon</a> in Plovdiv (Bulgarije).</li>
<li>Op 13 juni zal FSFE's voorzitter Matthias Kirschner een cruciale lezing houden over Vrije Software in onze samenleving op <a href="https://ow2con19.sched.com/event/NzsE">OW2con</a> in Parijs (Frankrijk). </li>
<li>Op 25 juni zullen FSFE's beleids- en projectmanagers Alexander Sander en Galia Mancheva spreken over de Publiek Geld? Publieke Code!-campagne en de herziene auteursrechtrichtlijn op <a href="https://libertybits.org/eventalk_speaker_category/2019/">Libertybits</a> in Sofia (Bulgarije)</li>

<p>Dit jaar organiseren we de FSFE gemeenschapsontmoeting op 15 en 16 november in samenwerking met <a href="https://www.sfscon.it/">SFSCon</a> in Bozen (Italië). Het FSFE landteam Italië zal van deze gelegenheid gebruikmaken om op deze conferentie een speciaal FSFE-track voor te bereiden en te organiseren. De conferentiedag zal worden gevolgd door een speciale dag voor de gemeenschap. De algemene Oproep voor Deelname aan SFSCon is al geopend terwijl die voor de FSFE-track binnenkort zal worden gepubliceerd. <h2 id="what-have-we-done-inside-and-outside-the-fsfe">Wat hebben we verder gedaan? Binnen en buiten de FSFE</h2>

<li>Op 27 april hield FSFE's programmamanager Max Mehl een cruciale lezing op de Grazer Linuxtage over Vrije Software en waarom veiligheid en openheid niet aan elkaar zijn tegengesteld. Als u nieuwsgierig bent naar wat hij gezegd heeft dan kunt u de <a href="https://www.youtube.com/watch?v=DOv_5ZPcFZ8">video bekijken</a>. </li>
<li>Op 27 april was er een FSFE infokraam op het lokale evenement FLISoL in A Coruña (Spanje) en op 11 mei was FSFE met een kraam aanwezig op T-Dose in Eindhoven (Nederland). </li>
<li>FSFE's beleidsmanager Alexander Sander sprak op 3 mei op LWW2019 in Wenen (Oostenrijk) over het belang van het steunen van de Publiek Geld? Publieke Code!-campagne. De FSFE was daar ook met een infokraam aanwezig.</li>
