Digitale Rechteminderung verändert auch die Anwendung existierender Gesetze und Regeln: Ausnahmen und Einzelfallregelungen, die das Urheberrecht vorsieht, können nicht mehr genutzt werden, da DRM-Systeme unflexibel sind. Es ist zum Beispiel grundsätzlich erlaubt, aus urheberrechtlich geschützten Texten zu zitieren. DRM-Systeme verhindern aber alle Arten von Kopien, auch wenn sie nur als Zitat verwendet werden sollen. For example, book publishers protested against the capacity of Amazon's e-book reader, to electronically convert text into speech. I DRM influenzano anche le modalità di applicazione delle leggi e dei regolamenti: godere delle eccezioni che le leggi sul copyright prevedono è spesso impossibile o difficoltoso, dato che i software non prevedono questi casi e sono inflessibili. Ad esempio è perfettamente legale citare materiale protetto da copyright a condizione di indicare il detentore: i DRM impediscono ogni genere di copia anche le citazioni inserite in altri testi, come ad esempio articoli giornalistici o libri. Questo significa che chi possiede un testo in formato digitale e deve copiarne una parte dovrà copiarla lettera per lettera a mano come quando non esistevano neppure le fotocopiatrici.
