Both "Free Software Foundation Europe" and "FSFE" need an article in front whenever they appear, except if they stand completely alone, outside of a sentence. With the full name, it's usually clear anyway, with "FSFE" many people are unsure, but it's a question of whether it's an acronym or an initialism. Acronyms are pronounced as words (e.g. NASA) and become regular words and have no article. Initialisms are words that have each letter pronounced individually (e.g. FBI) and in sentences, they come with an article. The FSFE is clearly an initialism and needs an article.
