software as world human heritage.</p>

<p>RMS: What that means exactly?</p>

<p>It would be a official recognition from UNESCO who is an

international organization that free software is a world human heritage and
|
||||
should be protected as art work, like say, statues.</p>

||||
<p>RMS: Protected from software patents ?</p>

||||
<p>Protected from everything, from appropriation in general. What do you
|
||||
think of this initiative?</p>

||||
<p>RMS: As a general idea, it seems OK to me. It is really a human
|
||||
heritage. As a legal decision, I'd see the exact implications before giving
|
||||
an opinion. Because on details there could be problems. It is a question of
|
||||
details. That's why I asked what that means exactly. Because if it is a
|
||||
general idea, no problem, if it is a legal decision with specific
|
||||
consequences, one should see what will happen.</p></li>

logiciel libre</a> et mène aussi des

<a href="http://www.unesco.org.uy/informatica/consorcio/index.html">actions en

||||
Amérique Latine</a>.</p>

||||
<p>En 7 mois, notre groupe de travail a rassemblé des informations et accumulé
|
||||
les contacts, avec P. Quéau, directeur de la division société de
|
||||
l'information de l'UNESCO, avec A. Abid, responsable du
|
||||
<a href="http://www.unesco.org/webworld/mdm/fr/index_mdm.html">projet
|
||||
« Mémoire du monde » de l'UNESCO</a>, avec P. Aigrain, chef de secteur
|
||||
« Open source and free software; media technology » de la Commission
|
||||
européenne et avec la commission nationale française de l'UNESCO (au ministère
|
||||
des Affaires Étrangères). Nous avons aussi lancé une invitation au directeur de
|
||||
l'UNESCO pour les <a href="http://lsm.abul.org">Rencontres Mondiales du Libre</a>
|
||||
(voir notre <a href="lsm2002/index.fr.html">action aux RMLL 2002</a>).</p>
|
||||
|
||||
<p>Nous affûtons toujours nos arguments sur une inscription au projet
|
||||
« patrimoine immatériel mondial » de l'UNESCO, et nous sommes confiants
|
||||
sur le projet « mémoire du monde » de l'UNESCO, pour lequel nous allons
|
||||
déposer un dossier dans les semaines qui viennent. Nous allons aussi étendre notre
|
||||
action en recherchant de l'aide auprès d'autres associations, groupes et
|
||||
gouvernements.</p>
|
||||
|
||||
<p>Côté soutien, nous comptons les grosses associations françaises du libre
|
||||
(AFUL, APRIL et FSFE France), ainsi que la FSF Europe et la FSF, ainsi
|
||||
qu'un grand nombre de groupes d'utilisateurs de logiciels libres. Des
|
||||
contacts sont prévus avec les associations africaines du libre déjà
|
||||
sensibles au sujet, ainsi qu'avec des associations gouvernementales comme
|
||||
l'ATICA, et des groupes comme FreePatents, EuroLinux, etc.</p>
|
||||
|
||||
<p>Parmi les menaces pesant sur la communauté du libre, les plus graves sont
|
||||
les brevets logiciels (voir les dossiers sur le sujet de l'alliance
|
||||
EuroLinux ou de l'ABUL), qui menacent l'innovation en informatique en
|
||||
général d'ailleurs, ainsi que les lois liberticides comme les DMCA et
|
||||
CBDTPA (ex-SSSCA) états-uniens, et l'EUCD européen (directive en cours de
|
||||
transposition en France). On pourrait aussi parler de la disparition des
|
||||
vieux logiciels.</p>
|
||||
|
||||
<p>PS : et je tiens à préciser pour éviter toute confusion :
|
||||
il ne faut pas confondre le
|
||||
<a href="http://www.unesco.org/culture/heritage/html_fr/index_fr.shtml">patrimoine
|
||||
mondial matériel de l'humanité</a> avec le
|
||||
<a href="http://www.unesco.org/culture/heritage/intangible/html_fr/index_fr.shtml">patrimoine
|
||||
mondial immatériel de l'humanité</a>.</p>
|
||||
|
||||
<p>Le patrimoine matériel ne concerne que les lieux et monuments. La
|
||||
définition du patrimoine immatériel est par contre plus sujette à
|
||||
interprétation : « Le patrimoine immatériel pourrait être défini
|
||||
comme l'ensemble des manifestations culturelles, traditionnelles et populaires,
|
||||
à savoir les créations collectives, émanant d'une communauté, fondées sur la
|
||||
tradition. » Il est à noter que le partage de la connaissance était
|
||||
auparavant une tradition, et que le logiciel a d'abord été « libre » avant
|
||||
d'être propriétaire.</p>
