Problem with ISO-8859-2 in fsfe.xsl fixed by splitting

it into two files (fsfe.xsl and fsfe.cs.xsl). Makefile
now calls fsfe.cs.xsl to build Czech pages using ISO-8859-2
(Central Europe character set).
