+    <p>La vision de la FSF Europe inclut une forte croyance en la
+    vision Europ<6F>enne - ainsi nous cherchons <20> cr<63>er une organisation
+		vraiment Europ<6F>enne.  Malheureusement il n'existe pas encore de base
+		l<>gale pour cela dans l'UE; tout particuli<6C>rement lorsque l'on prend
+		en compte les pays Europ<6F>ens n'appartenant pas <20> l'UE.</p>

+    <p>C'est pourquoi il a fallut trouver une structure modulaire <20>
+		laquelle les chapitres locaux sont rattach<63>s par une constitution,
+		une ligne de conduite et des membres <20> une organisation centrale
+		souvent consid<69>r<EFBFBD>e comme le &quot;Hub,&quot; (Concentrateur), qui
+		est la FSF Europe. Ce Concentrateur s'est av<61>r<EFBFBD> <20>tre (par hasard)
+		une organisation <20> but non lucratif enregistr<74>e en Allemagne.</p>
