<h2>Die Vision des Bürgerturms für Freie Software</h2>

<p>Der Platz des alten Stadtschlosses, direkt neben dem Palast der
|
||||
Republik und in unmittelbarer Nähe des Opernplatzes, ist einer der
|
||||
zentralsten und symbolträchtigsten Plätze Berlins.</p>
|
||||
|
||||
<p>Die Vision des Bürgerturms ist, auf diesem Platz ein Gebäude für die
|
||||
Bürger durch die Bürger als sichtbares Zeichen einer lebendigen
|
||||
Bürgergesellschaft errichten zu lassen. Dieses Gebäude soll in seiner
|
||||
Gesamtheit von der Architektur über den Nutzungsplan bis hin zur
|
||||
Nutzung selber offen, freiheitlich und partizipativ sein.</p>
|
||||
|
||||
<p>Ziel ist, ein lebendiges Forum zu schaffen, das allen gleichermaßen
|
||||
zur Verfügung steht. </p>
|
||||
|
||||
<p>Es wird Orte der Vergnügung sowie Orte der Besinnung geben. Das
|
||||
Gebäude beherbergt Veranstaltungen ebenso wie kleine Treffen,
|
||||
Restaurants ebenso wie Galerien, Geschäfte ebenso wie Vertretungen der
|
||||
vielfältigen Organisationen, die eine Demokratie bereichern.</p>
|
||||
|
||||
<p>Der Bürgerturm soll 24 Stunden am Tag mit Leben gefüllt sein. Damit
|
||||
ist der Bürgerturm die erfahrbare Verkörperung des Gedankens Freier
|
||||
Software.</p>
|
||||
|
||||
<p>Freie Software steht für die Freiheit der Bildung, der Meinung, des
|
||||
Wissens und der Teilhabe am Informationszeitalter. Das
|
||||
gleichberechtigte Miteinander, das "gemeinsam können wir es schaffen",
|
||||
ist einer der zentralen Inhalte sowohl von Freier Software als auch
|
||||
des Bürgerturms.</p>
|
||||
|
||||
<p>Für seine Realisierung setzt der Bürgerturm auf innovative Verfahren
|
||||
mit dem Ziel, eine größtmögliche Interaktivität zu erreichen. Daher
|
||||
wird das Internet mit seinem außergewöhnlichen Potential an
|
||||
interaktiver Vernetzung eine wesentliche Rolle im Entstehungsprozess
|
||||
spielen.</p>

||||
|
||||
<p>Da sich durch die Entstehung des Bürgerturms neue Aufgaben stellen,
|
||||
die in dieser Form bisher nicht zu lösen waren, wird auch die
|
||||
Entwicklung neuer Software ein Teil des Bürgerturm-Projektes sein. </p>
|
||||
|
||||
<p>Die Aufgaben, die sich dabei stellen, sind nicht trivial, so wird
|
||||
nicht nur eine interaktive Webseite im Sinne eines Netzwerkes aus
|
||||
Diskussionsforen benötigt, auch die Architektur und
|
||||
Nutzungsplangestaltung sollen interaktiv und online geschehen.</p>
|
||||
|
||||
<p>Um sein Ziel erreichen zu können und im Sinne seiner eigenen Botschaft
|
||||
setzt der Bürgerturm dabei auf Freie Software und freie Formate. Auch
|
||||
gerade Software, die eigens für den Bürgerturm entwickelt wird, wird
|
||||
wieder als Freie Software unter der GNU General Public License
|
||||
herausgegeben werden.</p>
|
||||
|
||||
|
||||
<p>Das Virtuelle und das Reale werden beim Bürgerturm eng miteinander
|
||||
verbunden sein und wenn der reale Bürgerturm mit Leben gefüllt wird,
|
||||
soll diesem auch ein virtueller Bürgerturm zur Seite stehen, der
|
||||
unmittelbar und direkt mit ihm verbunden und in ihn eingebettet ist.</p>
|
||||
|
||||
<p>Da Software zumeist sehr abstrakt und für viele Leute sehr schwer
|
||||
zugänglich ist, bietet sich durch den Bürgerturm die Gelegenheit, ihr
|
||||
ein reales, haptisches und erfahrbares Gegenstück zu schaffen, daß die
|
||||
Ideale Freier Software auch den Menschen ohne besonderen Zugang zur
|
||||
Technik erfahrbar und begreiflich machen wird.</p>
|
||||
|
||||
|
||||
<p>Und schließlich ist der Bürgerturm insofern Freie Software, als er
|
||||
hofft, ähnliche Projekte überall in der Welt anzustossen, so daß eines
|
||||
Tages Bürgertürme so selbstverständlich zum Stadtbild gehören wie auch
|
||||
Rathäuser. </p>
|
||||
|
||||
|
||||
<p>Natürlich mag dies momentan noch sehr utopisch klingen, doch als das
|
||||
GNU-Projekt 1984 damit begann, eine Unix-Implementation auf Basis
|
||||
Freier Software zu schaffen, wirkte es weniger realistisch und
|
||||
durchführbar als der Bürgerturm heute, denn das Klima ist günstig. </p>
|
||||
|
||||
|
||||
<p>Weil Freie Software so in noch nie dagewesener Art und Weise sichtbar
|
||||
und für die Menschen erfahrbar wird, unterstützt die FSF Europe den
|
||||
Bürgerturm bereits seit der frühesten Idee und beteiligt sich
|
||||
personell an seiner Konzeption.</p>

<p>Die zentrale interaktive Schnittstelle im Entstehungsprozess des
|
||||
Bürgerturms wird die Homepage sein, die selber neue Maßstäbe an
|
||||
Interaktivität und Vernetzung in bisher nicht erschlossenen Gebieten
|
||||
stellt. </p>
|
||||
|
||||
<p>Es besteht von Anfang an ein großer Bedarf an einer funktionierenden
|
||||
Homepage, auch um Unterstützer zu gewinnen, gleichzeitig jedoch
|
||||
erfordert die Umsetzung der gesteckten Ziele z.T. erhebliche
|
||||
Resourcen, über die das Projekt im Moment nicht verfügt.</p>
|
||||
|
||||
<p>Ziel des Vorgehens muß es also sein, die Homepage von Anfang an
|
||||
funktional zu halten und sich dabei schrittweise dem gewünschten
|
||||
Endergebnis zu nähern.</p>
|
||||
|
||||
|
||||
<p>Die Erstellung und Pflege der Webpage ist außerordentlich wichtig für
|
||||
den Bürgerturm und erfordert sowohl Zeit als auch Arbeit.</p>
|
||||
|
||||
<p>Weiterhin wird die Homepage innovative Freie Software einsetzen, um
|
||||
ihre Funktion zu erfüllen, was bei den herkömmlichen Providern im
|
||||
Allgemeinen nicht möglich ist. Daher ist die Organisation, Einrichtung
|
||||
und Administration eines realen oder virtuellen Servers für den
|
||||
Bürgerturm erforderlich.</p>
|
||||
|
||||
<p>Vordringliches Ziel ist also zunächst, einen oder mehrere Webmaster
|
||||
für dieses Vorhaben zu gewinnen - im Idealfall auf freiwilliger Basis,
|
||||
im Notfall jedoch auch gegen reguläre Bezahlung, wobei auch
|
||||
Zwischenschritte denkbar sind. </p>
|
||||
|
||||
<p>Gleichzeitig wird versucht, einen Provider zu finden, der dem
|
||||
Bürgerturm u.U. kostenlos einen (virtuellen) Server oder zumindest die
|
||||
Anbindung eines durch den Bürgerturm e.V. organisierten Servers
|
||||
stiftet. Idealerweise sollte der Server auch direkt durch den/die
|
||||
Webmaster administriert werden.</p>
|
||||
|
||||
<p>Sind diese Voraussetzungen erfüllt, besteht der nächste Schritt darin,
|
||||
die alte, provisorische Homepage umzustellen und um interaktive
|
||||
Diskussionsforen zu erweitern, auf denen Dokumente zum Bürgerturm
|
||||
interaktiv wachsen können. Zur Umsetzung soll dabei die bereits
|
||||
vorhandene Software der "Open Theory" Webseite zum Einsatz kommen, die
|
||||
unter der GNU General Public License als Freie Software verfügbar ist.</p>
|
||||
|
||||
|
||||
<p>Basierend auf dieser ersten interaktiven Lösung wird eine Erweiterung
|
||||
der Softwarer im Sinne einer Mindmapping-Software angestrebt. Falls
|
||||
möglich soll dabei auf die Erfahrungen mit der FreeMind Software
|
||||
zurückgegriffen werden.</p>
|
||||
|
||||
<p>Diese Software stellt letztlich die Basis für den eigentlichen
|
||||
Entstehungsprozeß des Bürgerturms dar, bei der Entwicklung ist Zeit
|
||||
also ein entscheidender Faktor. </p>
|
||||
|
||||
<p>Als Vorgehensweise bietet sich hier an, unter professioneller
|
||||
Koordination ein Netzwerk von kleinen und mittleren Unternehmen Freier
|
||||
Software gemeinsam mit Freiwilligen und unter Einbeziehung der Autoren
|
||||
von <a href="http://freemind.sourceforge.net">FreeMind</a> und <a
|
||||
href="http://www.opentheory.org">Open Theory</a> mit der Entwicklung zu
|
||||
betrauen. </p>
|
||||
|
||||
<p>Kooperatives Arbeiten ist eine der großen Stärken Freier Software, was
|
||||
dieses Modell möglich macht.</p>
|
||||
|
||||
<p>Ist die neue Software einsatzfähig, wird sie auf der Homepage
|
||||
umgesetzt, um die Entstehungsplattform des Bürgerturmes zu bilden. </p>
|
||||
|
||||
|
||||
<p>Als letzter Schritt der Entwicklung soll die neue Software dann um
|
||||
Module zur Online-Architektur und Online-Nutzungsplangestaltung
|
||||
erweitert werden. Für die Durchführung bietet sich wiederum das zu
|
||||
diesem Zeitpunkt bereits erprobte Netzwerk an, wobei sich die
|
||||
Einbeziehung von Architekten anbietet.</p>
|
||||
|
||||
|
||||
<p>Das Projektvolumen für diese Entwicklungen ist enorm, auch wenn
|
||||
natürlich in Teilen auf bereits vorhandene Lösungen zurückgegriffen
|
||||
werden kann. </p>
|
||||
|
||||
<p>Kritische Faktoren sind dabei die verfügbaren finanziellen Resourcen
|
||||
sowie die Kompetenz der Projektleitung. Eine ausreichend große Zahl an
|
||||
Firmen Freier Software für das Projekt zu gewinnen, sollte auf
|
||||
europäischer Ebene möglich sein.</p>

untersuchen zu dürften, um davon zu lernen, es ändern zu dürfen und

sowohl die originale wie auch die veränderte Version

<p>§5 Auf dem Bürgerturm-Server, sowie zur Erstellung der Bürgerturm

Webseiten kommt ausschließlich Freie Software zum Einsatz.</p>
