<p newsteaser="yes">Wie eine diese Woche veröffentlichte Untersuchung nahelegt,
|
||||
wird die Anforderung der Einführung <a href="/projects/os/def.html">Offener
|
||||
Standards</a> von der Mehrheit der Bundesbehörden in Deutschland ignoriert.</p>
|
||||
|
||||
<p>Die Free Software Foundation Europe (FSFE) führte eine Umfrage durch, um den
|
||||
Stand des Einsatzes von ODF in der Regierung festzustellen, und eine
|
||||
weitergehende Annahme Offener Standards voranzubringen. "Obwohl die
|
||||
Bundespolitik vernünftigerweise auf Offene Standards für Interoperabilität,
|
||||
Barrierefreiheit und Sicherheit setzt, wird deutlich, dass die meisten Behörden
|
||||
immer noch ineffiziente proprietäre Formate einsetzen", sagte Karsten Gerloff,
|
||||
Präsident der FSFE. "Letztendlich werden die Bürger den Preis für diese
|
||||
mangelnde Umsetzung durch höhere Rechnungen für öffentliche IT-Verträge und
|
||||
langsamere Dienstleistungen aufgrund von Interoperabilitäts-Problemen
|
||||
bezahlen", fügte er hinzu. "Sie werden auch mit ihrer Freiheit bezahlen, da sie
|
||||
gezwungen werden, proprietäre Software und Standards zu benutzen, um mit
|
||||
Regierungsbehörden zu kommunizieren."</p>
|
||||
|
||||
<p>Seit Anfang 2010 hat der Rat der IT-Beauftragten von staatlichen Dienststellen
|
||||
verlangt, das Open Document Format (ODF) zu unterstützen, um mit der
|
||||
wachsenden Anzahl von Personen und Organisationen kommunizieren zu können,
|
||||
die dieses benutzen. Die Richtlinie, die auf den Ergebnissen des
|
||||
Interministeriellen Koordinierungsausschusses basiert - einem Expertengremium
|
||||
der Bundesverwaltung, verlangt, dass Behörden in der Lage sind, ODF-Dateien
|
||||
zu lesen, zu schreiben und zu verschicken.</p>
|
||||
|
||||
<p>Als 87 Briefe an die Ministerien verschickt wurden, in denen sie aufgefordert
|
||||
wurden, ihre Konformität unter Beweis zu stellen und in dem offenen Format
|
||||
zu antworten, schickten nur zwei eine Antwort im angeforderten ODF-Format.
|
||||
Einzig das Bundeskanzleramt und das Bundesministerium für Ernährung,
|
||||
Landwirtschaft und Verbraucherschutz (BMELV) schickten Antworten im korrekten
|
||||
Format. Fünf weitere Bundesbehörden schickten Antworten: alle von ihnen
|
||||
betonten, dass sie Offene Standards wichtig nähmen. Trotz ihrer Behauptung,
|
||||
dass sie imstande seien, ODF zu benutzen, schickten sie ihre Antworten jedoch
|
||||
in anderen Formaten als ODF.</p>
|
||||
|
||||
<p>ODF wird weltweit von einer stetig anwachsenden Anzahl öffentlicher
|
||||
Institutionen eingesetzt und wurde bereits von zehn nationalen
|
||||
Standardisierungsorganisationen anerkannt, zusätzlich ist es der
|
||||
vorgeschriebene Standard für die Kommunikation zwischen den 26
|
||||
Mitgliedsstaaten der NATO. "Das Kanzleramt und das BMELV haben ein Beispiel
|
||||
für die Verwendung Offener Standards in der öffentlichen Verwaltung gesetzt",
|
||||
folgerte Matthias Kirschner, Deutschland-Koordinator der FSFE, "aber insgesamt
|
||||
ist es eindeutig noch ein weiter Weg, bevor die Praxis der Richtlinie für
|
||||
ODF im öffentlichen Sektor entspricht."</p>
|
||||
|
||||
<p>Die FSFE wird die Einführung von ODF weiter überwachen, um das Bürgerrecht auf
|
||||
Kommunikation mit Freier Software zu schützen.</p>
|
||||
|
||||

<p newsteaser="yes">Research published this week suggests that the majority of
|
||||
federal government departments in Germany are ignoring requirements to
|
||||
implement <a href="/projects/os/def.html">Open Standards</a>.</p>
|
||||
|
||||
<p>A survey was conducted by the Free Software Foundation Europe (FSFE) to
|
||||
investigate the state of government adoption of ODF, and to promote wider
|
||||
uptake of Open Standards. "Although federal policy has wisely embraced Open
|
||||
Standards for interoperability, accessibility and security, it is clear that
|
||||
most government bodies are still using inefficient proprietary formats" said
|
||||
Karsten Gerloff, President of FSFE. "Ultimately citizens will end up paying the
|
||||
price for this lack of conformity through higher bills for public IT contracts,
|
||||
and slower services due to interoperability problems" he added. "They will also
|
||||
pay a price in freedom, as they are forced to use proprietary software and
|
||||
standards to communicate with government authorities."</p>
|
||||
|
||||
<p>Since the beginning of 2010, the German Information Technology Council (Rat der
|
||||
IT-Beauftragten) has required state departments to support Open Document Format
|
||||
(ODF) in order to communicate with the growing number of individuals and
|
||||
organisations that use it. The policy, which is based upon the findings of the
|
||||
Inter-Ministerial Coordination Committee - a panel of experts from the federal
|
||||
administration, requires that departments have the capacity to read, write and
|
||||
send ODF files.</p>
|
||||
|
||||
<p>When 87 letters were sent to the ministries challenging them to demonstrate
|
||||
their conformance by replying in the open format, only two of them replied in
|
||||
ODF as requested. The Chancellor's Office and the Ministry of Food, Agriculture
|
||||
and Consumer Protection (BMELV) were the sole respondents to use the correct
|
||||
format. Five other federal bodies responded: all of whom underlined the
|
||||
importance of Open Standards to them. Despite claiming that they were ODF
|
||||
capable however, instead used other non-ODF formats for their response.</p>
|
||||
|
||||
<p>Usage of ODF continues to grow in public institutions throughout the world, and
|
||||
is already officially approved in ten separate national standards
|
||||
organisations, in addition to being the mandatory standard for communication
|
||||
between NATO's 26 member states. "The Chancellor's Office and BMELV have set an
|
||||
example for Open Standards in public administration" concluded Matthias
|
||||
Kirschner, German Coordinator of FSFE, "but overall there is clearly a long way
|
||||
to go before practice meets policy for ODF in the German public sector".</p>
|
||||
|
||||
<p>FSFE shall continue to monitor ODF uptake in order to ensure the protection of
|
||||
German citizens' right to communicate using Free Software.</p>
|
||||
|
||||
