<p newsteaser="yes">A pesquisa publicada pela FSFE esta semana sugere que a maioria dos departamentos do governo federal na Alemanha estão ignorando os requisitos para implementar <a href="http://www.fsfe.org/projects/os/def.en.html">Padrões Abertos</a>.</p>
|

||||
<p>A pesquisa foi realizada pela Free Software Foundation Europe (FSFE) para investigar o estado de aprovação do ODF pelo governo, e para promover uma maior assunção de Padrões Abertos. "Embora a política federal sabiamente adotou Padrões Abertos para interoperabilidade, acessibilidade e segurança, é claro que a maioria dos organismos do governo ainda estão usando formatos proprietários ineficientes", disse Karsten Gerloff, presidente da FSFE. "Em último termo, os cidadãos acabam pagando o preço por esta falta de conformidade, através de contas mais altas para os contratos públicos da TI e serviços mais lentos devido a problemas de interoperabilidade", acrescentou. "Eles também pagam um preço em liberdade, quando eles são forçados a usar software privativo como norma para se comunicar com as autoridades governamentais".</p>
|
||||
|
||||
<p>Desde o início de 2010, o Conselho Alemão de Tecnologia da Informação (TI Rat der Beauftragten) exigiu que os serviços estatais apoiem ao Open Document Format (ODF), a fim de comunicar-se com o crescente número de indivíduos e organizações que o utilizam. A política, que está baseada nas conclusões da Comissão Inter-Ministerial da Comissão de Coordenação - um painel de especialistas do governo federal, exige que os serviços têm a capacidade de ler, escrever e enviar arquivos ODF.</p>
|
||||
|
||||
<p>Quando 87 cartas foram enviadas aos ministérios desafiando-os a demonstrar a sua conformidade em responder no formato aberto, apenas dois deles responderam em ODF, como fora solicitado. O gabinete do chanceler e do Ministério da Alimentação, Agricultura e Defesa do Consumidor (BMELV) foram os únicos que usaram o formato correto nas suas respostas. Outros cinco órgãos federais responderam: todos eles sublinharam a importância dos Padrões Abertos para eles. Apesar de afirmar que eles eram capazes de usar ODF, porém, usaram outros formatos não-ODF para a sua resposta.</p>
|
||||
|
||||
<p>A utilização do ODF continua a crescer em instituições públicas em todo o mundo, e já está oficialmente aprovado em dez diferentes organizações nacionais de normalização, além de ser o padrão obrigatório para a comunicação entre os 26 Estados membros da OTAN. "O Gabinete do Chanceler e o BMELV deram um exemplo de Padrões Abertos na administração pública", concluiu Matthias Kirschner, Coordenador da FSFE na Alemanha, "mas em geral há claramente um longo caminho a percorrer antes da prática atingir a política para o ODF no sector público alemão".</p>

<p>A FSFE continuará a monitorar a assunção do ODF, a fim de assegurar a proteção dos direitos dos cidadãos alemães de se comunicarem usando Software Livre.</p>

<p>FRAND είναι ένας λαθεμένος χαρακτηρισμός καθώς οι όροι
|
||||
συνήθως είναι ούτε δίκαιοι ούτε εύλογοι ούτε χωρίς διακρίσεις -
|
||||
είτε για το Ελεύθερο Λογισμικό ή στην πραγματικότητα για όλους
|
||||
εκτός από έναν μικρό κύκλο με τις ισχυρότερες εταιρείες λογισμικού.</p>
|
||||
|
||||
<p>Ο Πρόεδρος του FSFE Karsten Gerloff δηλώνει: «Για το Ελεύθερο
|
||||
Λογισμικό, αυτοί οι όροι είναι καταστροφικοί και μεροληπτικοί
|
||||
μέχρι σημείο αποκλεισμού. Απαιτούν την καταβολή δικαιωμάτων ανά
|
||||
αντίγραφο, πρακτική που καθιστά αδύνατη τη διανομή ενός προγράμματος
|
||||
ως Ελεύθερο Λογισμικό - μια προφανής ανοησία».</p>
|
||||
|
||||
<p>Είναι κρίσιμης σημασίας όσο το δυνατό περισσότερες εταιρείες
|
||||
Ελεύθερου Λογισμικού να ανταποκριθούν σε αυτήν την έρευνα, ώστε
|
||||
η φωνή τους να ακουστεί και να αποτελέσει τμήμα των δεδομένων για
|
||||
τη μελέτη. Δυστυχώς οι σιωπηρές υποθέσεις της έρευνας έκλιναν προς
|
||||
τις μεγάλες πολυεθνικές με τους ειδικούς 'υπαλλήλους προτυποποίησης'.
|
||||
Έτσι γίνεται πιο επιτακτική η ανάγκη για τις εταιρείες Ελεύθερου
|
||||
Λογισμικού στην Ευρώπη να υψώσουν τη δική τους φωνή.</p>
|
||||
|
||||
<p>«Χρειάζεται να διασφαλίσουμε ότι τα δεδομένα που συλλέγονται
|
||||
σε αυτήν την έρευνα θα αντανακλούν τις πραγματικές ανάγκες των
|
||||
Ευρωπαϊκών επιχειρήσεων», λέει ο Karsten Gerloff. «Μην επιτρέψετε
|
||||
τα κοινά μας συμφέροντα να αγνοηθούν!»</p>

να παραιτούνται της ελευθερίας τους», δηλώνει ο Karsten Gerloff, Πρόεδρος του FSFE.</p>

<p>Ιστότοποι, όπως ο <a href="http://pdfreaders.org/">pdfreaders.org</a>, δείχνουν ότι

υπάρχουν Ελεύθερου Λογισμικού προγράμματα ανάγνωσης αρχείων PDF για όλα τα

||||
κυριότερα λειτουργικά συστήματα. Μέλη του FSFE εγκαινίασαν το πρόγραμμα το 2009
|
||||
σε απάντηση στη συνήθεια των δημοσίων υπηρεσιών να διαφημίζουν ένα συγκεκριμένο
|
||||
μη-ελεύθερο προϊόν στους ιστοτόπους τους.</p>

||||

||||
<p>Ο Συντονιστής της Κοινότητας του FSFE Matthias Kirschner σχολιάζει:

«Τι θα σκεφτόσασταν αν σας έλεγαν να υπογράψετε πάνω στον αυτοκινητόδορμο

μια δήλωση του τύπου 'Χρειάζεστε ένα VW για να οδηγήσετε σε αυτόν τον δρόμο.

Επικοινωνήστε με τον τοπικό πωλητή αυτoκινήτων ΦολκσΒάγκεν για μια δωρεάν

||||
δοκιμή οδήγησης'; Όταν πρόκειται για λογισμικό ανάγνωσης αρχείων PDF,

||||
οι κυβερνήσεις φαίνεται να θεωρούν ότι αυτό είναι αποδεκτό.»</p>

<p>Τέτοια στήριξη δίνει αθέμιτο πλεονέκτημα σε οποιοδήποτε ιδιοκτησιακό
|
||||
προϊόν θα προτείνουν, και συχνά συνοδεύεται από ανακριβείς δηλώσεις
|
||||
παρουσιάζοντας την εφαρμογή ως τη μόνη διαθέσιμη επιλογή.</p>

||||
|
||||
<p>Το κυνήγι ξεκινά στις 13 Σεπτεμβρίου και θα συνεχιστεί μέχρι τις 17 Οκτωβρίου

<p newsteaser="yes">Die Europäische Kommission wird innerhalb der nächsten

sechs Jahre 189 Millionen Euro für proprietäre Software ausgeben, in direktem
|
||||
Widerspruch zu ihren eigenen Entscheidungen und Richtlinien. Die Kommission
|
||||
kündigte letzte Woche einen auf sechs Jahre angelegten Rahmenvertrag zum
|
||||
Kauf verschiedener, hauptsächlich proprietärer, Software und damit verbundener
|
||||
Dienstleistungen an<a class="fn" href="#refs">1</a>.</p>
|
||||
|
||||
<p>„Dies ist schlecht für Europa,“ sagt Karsten Gerloff, Präsident der Free
|
||||
Software Foundation Europe. „Statt eine Strategie zu entwickeln, um die
|
||||
Vorteile Freier Software zu nutzen und unabhängig von einzelnen Anbietern
|
||||
zu werden, bringt sich die Kommission noch stärker in eine durch den
|
||||
Lock-in-Effekt bewirkte Abhängigkeit.“</p>
|
||||
|
||||
<p>Der Vertrag der letzten Woche widerspricht den Absichtserklärungen
|
||||
in mehreren Dokumenten der Kommission. Laut den europäischen
|
||||
Beschaffungsrichtlinien sollen Käufe des öffentlichen Sektors derart
|
||||
erfolgen, dass „Diskriminierung vermieden und bei der Beschaffung im
|
||||
öffentlichen Sektors ein Wettbewerb ermöglicht wird.“</p>
|
||||
|
||||
<p>Die im Mai 2010 veröffentlichte Digitale Agenda fordert, dass
|
||||
„IKT-Produkte und -Dienstleistungen offen und
|
||||
interoperabel“<a class="fn" href="#refs">2</a> sein müssen. Laut einer
|
||||
vom OSOR-Projekt der Europäischen Kommission herausgegebenen Richtlinie
|
||||
sollen in europäischen Beschaffungsrichtlinien „Ausschreibungen auf
|
||||
funktionalen Anforderungen basieren, nicht auf bestimmten Produkten oder
|
||||
Anbietern“<a class="fn" href="#refs">3</a>, während der Vertrag der letzten
|
||||
Woche eine lange Liste von konkreten Produkten enthält, die die
|
||||
Kommission kaufen will.</p>
|
||||
|
||||
<p>In den Erklärungen von Malmö und Granada 2009 und 2010 haben die
|
||||
Mitgliedstaaten die Europäische Kommission aufgefordert, „besonders auf die
|
||||
Vorteile zu achten, die sich aus der Verwendung offener Spezifikationen
|
||||
ergeben, um Dienste so kosteneffizient wie möglich anzubieten und um
|
||||
Innovation und Kosteneffizienz im E-Government durch die systematische
|
||||
Förderung Offener Standards und interoperabler Systeme zu verankern“<a class="fn" href="#refs">4</a>.</p>
|
||||
|
||||
<p>Der Beschaffungsprozess wurde von der Generaldirektion Informatik (DIGIT)
|
||||
durchgeführt. Diese Abteilung leitet auch den Prozess zur Revision des
|
||||
European Interoperability Framework. Die FSFE hat bisherige
|
||||
Entwürfe<a class="fn" href="#refs">6</a> stark
|
||||
kritisiert<a class="fn" href="#refs">5</a>, da sie
|
||||
Offene Standards<a class="fn" href="#refs">7</a> und Freie
|
||||
Software<a class="fn" href="#refs">8</a> gegenüber der ursprünglichen Fassung
|
||||
weniger unterstützen.</p>
|
||||
|
||||
<p>„Die Bürger in Europa erwarten von der Kommission, dass sie ihre Kosten
|
||||
niedrig hält, dass sie ihre Steuergelder so verwendet, dass die Entwicklung
|
||||
Europas gefördert wird, und dass sie sich an ihre eigenen Richtlinien hält,“
|
||||
so Gerloff. „Dieses Verhalten von DIGIT wird den Europäern in allen drei
|
||||
Punkten nicht gerecht. Es schadet der Glaubwürdigkeit der Kommission.“</p>

ανακοίνωσε ένα πλαίσιο σύμβασης εξαετούς διάρκειας για να αποκτήσει μια

ευρεία γκάμα κυρίως ιδιοκτησιακού λογισμικού και σχετιζόμενων με αυτό

που μας έστειλαν. Έχουμε κάνει

<a href="http://www.fsfe.org/projects/eu/freedomtocompete.html">εκτεταμένα

σχόλια</a>, για πολλά σημαντικά ζητήματα στις προμήθειες λογισμικού. Έχουμε
|
||||
μοιραστεί την απάντησή μας με την DIGIT.</i></p>

||||
<p>Η Ψηφιακή Ατζέντα, που δημοσιεύτηκε τον Μάιο του 2010, προτρέπει όπως
|
||||
«προϊόντα και υπηρεσίες των τεχνολογιών πληροφορικής και επικοινωνιών (ICT)»
|
||||
να είναι «ανοικτά και διαλειτουργικά»<a class="fn" href="#refs">2</a>.
|
||||
Ο οδηγός χρήσης που έχει εκδώσει το πρόγραμμα OSOR της Επιτροπής στο τμήμα
|
||||
για τους Ευρωπαϊκούς κανονισμούς προμηθειών αναφέρει ότι «οι προσκλήσεις για
|
||||
προσφορές [...] θα πρέπει να βασίζονται στις λειτουργικές απαιτήσεις, όχι σε
|
||||
συγκεκριμένα προϊόντα ή προμηθευτές»<a class="fn" href="#refs">3</a>, αλλά το
|
||||
συμβόλαιο της περασμένης εβδομάδας περιέχει έναν μακρύ κατάλογο συγκεκριμένων
|
||||
προϊόντων τα οποία η Επιτροπή θέλει να αγοράσει.</p>
|
||||
|
||||
<p>Στις διακηρύξεις του Malmö και της Granada το 2009 και 2010, τα κράτη μέλη
|
||||
της Ευρωπαϊκής Ένωσης προέτρεψαν την Επιτροπή να «δώσει ιδιαίτερη προσοχή στα
|
||||
οφέλη που προκύπτουν από τη χρήση ανοικτών προδιαγραφών με σκοπό την παροχή
|
||||
υπηρεσιών με τον πιο αποτελεσματικό σχετικά με το κόστος τρόπο», και να
|
||||
«[ε]νσωματώσουν την καινοτομία και την αποτελεσματικότητα σε σχέση με το
|
||||
κόστος στην ηλεκτρονική διακυβέρνηση μέσα από τη συστηματική προβολή των
|
||||
ανοικτών προτύπων και των διαλειτουργικών
|
||||
συστημάτων»<a class="fn" href="#refs">4</a>. </p>

||||
|
||||
<p>Η διαδικασία για τη σύμβαση εφαρμόστηκε από τη Γενική Διεύθυνση
|
||||
για την Πληροφορική (Directorate General for Informatics, DIGIT).
|
||||
Αυτή η διεύθυνση ηγείται επίσης της διαδικασίας αναθεώρησης του
|
||||
Ευρωπαϊκού Πλαισίου Διαλειτουργικότητας.

στην ανάπτυξη της Ευρώπης και να μείνει σταθερή στις πολιτικές της», σχολιάζει

||||
ο Gerloff. «Αυτή η συμπεριφορά της DIGIT αποτυγχάνει και στα τρία κριτήρια.

Ζημιώνει την αξιοπιστία της Επιτροπής».</p>

<p newsteaser="yes">The European Commission will spend EUR 189 million on proprietary
|
||||
software over the next six years, in direct contradiction to its own
|
||||
decisions and guidelines. The Commission last week announced a
|
||||
six-year framework contract to acquire a wide range of mostly
|
||||
proprietary software and related services<a class="fn" href="#refs">1</a>.</p>
|
||||
|
||||
<p>"This is a rough deal for Europe", says Karsten Gerloff, President of Free Software Foundation Europe. "Instead of coming up with a strategy to take advantage of Free Software and become independent from vendors, the Commission is digging itself deeper into the vendor lock-in hole."</p>
|
||||
|
||||
<p>Last week's contract goes against the stated intentions of several Commission documents. European procurement rules say that public sector buying practices should "avoid discrimination and open up public procurement to competition."</p>
|
||||
|
||||
<p><i>UPDATE: The EC's Directorate General for Informatics (DIGIT) has replied to our criticism. At their request, we are posting their <a href="http://www.fsfe.org/projects/eu/ECletter.20101210.en.pdf">reply</a>. We have <a href="http://www.fsfe.org/projects/eu/freedomtocompete.en.html">commented extensively</a>, touching upon many important issues in software procurement. We have shared our response with DIGIT.</i></p>

<p>The Digital Agenda, published in May 2010, calls for "ICT products and services" to be "open and interoperable"<a class="fn" href="#refs">2</a>. A guideline issued by the EC's OSOR project cites European procurement rules to say that "calls for tender [...] should be based on functional requirements, not on specific products or vendors"<a class="fn" href="#refs">3</a>, while last week's contract comes with a long list of specific products which the Commission wants to buy.</p>
|
||||
|
||||
<p>In the Malmö and Granada declarations of 2009 and 2010, the European Union's member states called on the EC to "pay particular attention to the benefits resulting from the use of open specifications in order to deliver services in the most cost-effective manner", and to "[e]mbed innovation and cost effectiveness into eGovernment through the systematic promotion of open standards and interoperable systems"<a class="fn" href="#refs">4</a>. </p>
|
||||
|
||||
<p>The procurement process was conducted by the Directorate General for Informatics (DIGIT). This department is also leading the process to revise the European Interoperability Framework. FSFE has strongly criticised<a class="fn" href="#refs">5</a> previous drafts<a class="fn" href="#refs">6</a> for falling behind the original version in their support of Open Standards<a class="fn" href="#refs">7</a> and Free Software<a class="fn" href="#refs">8</a>.</p>

||||
<p>"European citizens expect the Commission to keep its costs low, to spend their tax money in ways that promote Europe's development, and to stick to its own policies," comments Gerloff. "This behaviour by DIGIT fails Europeans on all three counts. It damages the Commission's credibility."</p>

<p newsteaser="yes">La Commission Européenne va dépenser 189 millions d'euros sur du logiciel privateur<a class="fn" href="#refs">a</a> au cours des six prochaines années, allant directement à l'encontre de ses propres décisions et recommandations. La Commission a annoncé la semaine dernière un accord-cadre de six ans en vue d'acquérir une large gamme de logiciels, principalement des logiciels privateurs, et des services liés<a class="fn" href="#refs">1</a>.</p>

<p>« C'est un accord rude pour l'Europe », déclare Karsten Gerloff, Président de la Free Software Foundation Europe. « Au lieu d'établir une stratégie pour tirer avantage du Logiciel Libre et s'affranchir des fournisseurs, la Commission s'enfonce plus profondément dans le piège du verrouillage propriétaire. »</p>
|

||||
<p>Le contrat de la semaine dernière contredit les déclarations d'intentions de plusieurs documents de la Commission. Les règles européennes sur les appels d'offre prévoient que les dépenses du secteur public devraient « éviter la discrimination et élargir les appels d'offre publics à la concurrence ».</p>
|
||||
|
||||
<p>L'Agenda Numérique, publié en mai 2010, appelle à « l'ouverture et l'interopérabilité [des] produits et services en TIC »<a class="fn" href="#refs">2</a>. Une recommandation publiée par le projet OSOR de la Commission Européenne cite les règles européennes d'appels d'offre comme « devant être basées sur des requis fonctionnels, et non pas sur des produits ou des fournisseurs spécifiques »<a class="fn" href="#refs">3</a>, alors que le contrat de la semaine dernière contient une longue liste de produits spécifiques que la Commission désire se procurer.</p>
|

<p>Avec les déclarations de Malmö et de Grenade en 2009 et en 2010, les États-membres de l'Union Européenne ont appelé la Commission Européenne « à être vigilante aux bénéfices résultant de l'utilisation de spécifications ouvertes dans le but de délivrer des services de la manière la moins coûteuse possible », et de « prendre en compte l'innovation et la compétitivité dans l'e-gouvernement par la promotion systématique de standards ouverts et de systèmes interopérables »<a class="fn" href="#refs">4</a>. </p>

||||
<p>Le processus d'acquisition a été dirigé par le Directeur Général pour l'Informatique (DIGIT). Ce département est aussi responsable du processus de révision du Cadre Européen d'Interopérabilité (EIF). La FSFE a fortement critiqué<a class="fn" href="#refs">5</a> les versions de travail précédentes<a class="fn" href="#refs">6</a> qui arrivent loin derrière la version originale dans le soutien aux Standards Ouverts<a class="fn" href="#refs">7</a> et aux Logiciels Libres<a class="fn" href="#refs">8</a>.</p>

<p>« Les citoyens européens attendent de la Commission qu'elle garde ses coûts au minimum, consacre l'argent des contribuables à la promotion du développement de l'Europe, et adhère à ses propres politiques, » commente Gerloff. « Les actions du DIGIT échouent sur ces trois critères. Cela porte atteinte à la crédibilité de la Commission. »</p>

ανεπαρκή συστήματα Πληροφορικής και ανεπαρκείς πρακτικές.<br/>

||||
Ο ορισμός του εγγράφου για τις «ανοικτές προδιαγραφές» απαιτεί τέτοια
|
||||
πρότυπα να μπορούν να εφαρμοστούν με Ελεύθερο Λογισμικό, αλλά επιτρέπει
|
||||
τα διπλώματα ευρεσιτεχνίας σε αυτά τα πρότυπα να αδειοδοτούνται με τους
|
||||
αποκαλούμενους FRAND όρους. Τέτοιοι FRAND όροι κανονικά
|
||||
<a href="/projects/os/bsa-letter-analysis.html#3 ">καθιστούν αδύνατη
|
||||
την υλοποίηση ενός προτύπου με Ελεύθερο Λογισμικό</a>. Το FSFE θα
|
||||
παρακολουθεί στενά την Ευρωπαϊκή Επιτροπή κατά την επίλυση αυτής της
|
||||
προφανούς αντίφασης.</p>

<p>«Ενώ το FSFE επιθυμούσε μια περισσότερο ισχυρή ώθηση για τα

Ανοικτά Πρότυπα και το Ελεύθερο Λογισμικό, συγχαίρουμε την Επιτροπή

για την παρουσίαση ενός χρήσιμου εγγράφου μέσα από μια οξεία αντιπαράθεση»,

<p>Αυτό το έγγραφο ταιριάζει με το Σχέδιο Δράσης της Επιτροπής για την

Ηλεκτρονική Διακυβέρνηση, όπως ανακοινώθηκε χθες, το οποίο καθιστά τα

Ανοικτά Πρότυπα πολιτική προτεραιότητα για τα Ευρωπαΐκά Κράτη Μέλη και

||||
καθορίζει σαφείς δράσεις και προθεσμίες. Ως δράση κλειδί, οι εθνικές

||||
κυβερνήσεις αναμένεται να ευθυγραμμίσουν τα εθνικά πλαίσια διαλειτουργικότητας

με το EIF μέχρι το 2013.</p>

<p>Το FSFE έχει οπτικοποιήσει τις αλλαγές ανάμεσα στις

the <a href="http://ec.europa.eu/isa/strategy/doc/110113__iop_communication_annex_eif.pdf">European Interoperability Framework</a>. This document aims at promoting interoperability in the European public sector.

The document is the result of a prolonged and hard-fought process. Free Software Foundation Europe accompanied this process and offered input to the European Commission at <a href="/news/2009/news-20091127-01.html">various</a> <a href="http://www.fsfe.org/projects/os/bsa-letter-analysis.en.html">stages</a>. </p>
|
||||
|
||||
<p>"During the history of the EIF, we had reason to worry that Free Software would effectively be shut out of the European public sector. FSFE has worked hard to prevent this, and we have succeeded," says Karsten Gerloff, FSFE's President. "With this document, the Commission shows that it is willing to lead. We will support and accompany the EC in this effort."</p>

<p>We are happy that the effort which FSFE has invested in the EIF
|
||||
revision process has brought results. The document has improved
|
||||
markedly over <a href="/projects/os/eifv2.en.html">previous versions</a> from a Free Software point of view:</p>

<li>The document explicitely states that <a href="/projects/os/def.en.html">Open Standards</a> (called "open specifications") must be implementable in Free Software. </li>
|
||||
<li>The document states that public administrations should prefer Open Standards.</li>
|
||||
<li>The document calls on public administrations to reuse and share solutions. Free Software is by far the most practical way to achieve this.</li>
|
||||
</ul>
|
||||
|
||||
<p>Some points of the document could be improved. There is considerable wriggle room for public bodies to avoid making changes to inefficient IT systems and practices.<br/>
|
||||
The document's definition of "open specifications" demands that such standards must be implementable in Free Software, but allows the patents in those standards to be licensed under so-called FRAND conditions. Such FRAND conditions normally <a href="/projects/os/bsa-letter-analysis.en.html#3 ">make it impossible to implement a standard in Free Software</a>. FSFE will closely accompany the European Commission in reconciling this apparent conflict.</p>

||||
|
||||
<p>"While FSFE would have wished for a more forceful push for Open Standards and Free Software, we congratulate the EC on producing a useful document out of a heated debate", says Gerloff. </p>

||||
|
||||
<p>This document ties in with the Commission's eGovernment Action Plan, announced yesterday, which makes Open Standards a political priority for European Member States and defines clear actions and deadlines. As a key action, national governments are expected to align their national interoperability frameworks with the EIF by 2013.</p>

|
||||
<p>FSFE has visualised the changes among the <a href="/projects/os/eifv2.en.html">various versions</a> of the document. This has been a key tool for many people's work on EIFv2. The table is currently being updated to reflect the final version of the document.</p>

La définition des « spécifications ouvertes » du document exige que ces standards puissent

être mis en apllication avec des Logiciel Libre, mais autorise que les brevets concernant ces standards soient

||||
couverts par des licences aux termes « équitables, raisonnables et non-discriminatoires »
|
||||
(FRAND : <em>fair, reasonable and non-discriminatory</em>). De telles conditions ont pour conséquence qu'<a href="/projects/os/bsa-letter-analysis.en.html#3">il est impossible d'appliquer
|
||||
un standard en Logiciel Libre</a>. La FSFE accompagnera attentivement la Commission Européenne pour
|
||||
résoudre ce conflit apparent.</p>

<p>« Bien que la FSFE aurait souhaité un soutien plus vigoureux aux Standards Ouverts et au

Logiciel Libre, nous félicitons la CE pour avoir produit un document utile au terme d'un débat

<p>Ce document concorde avec le plan d'action pour l'administration en ligne de la Commission,

annoncé hier, qui fait des Standards Ouverts une priorité politique pour les États Membres et qui

were sent, 172 public institutions have removed advertisements for proprietary

PDF readers from their websites. Particularly outstanding were the responses

In Croatia almost all reported institutions deleted the advertisement. Half of those contacted in Russia and Slovenia fulfilled FSFE's
